The role of the M&E Officer is to support the program staff in the implementation of M&E processes, and providing inputs to project proposals and report writing. He/she regularly follow-up and compile area level monthly indicators progress tracking report and aggregate area level data with support from field CCs project coordinators/officers. Enter and maintain online GORS data management system; train field team on M&E tools including monitoring tools, Kobo/mobile based data collection system, complaints/feedback mechanisms, reporting procedures and other M&E processes; actively participate in project baseline and end line data collection.
Generic responsibilities:
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Follow-up and compile quantitative project progress reports from different Coordinators and submit aggregated Emergency response and Central equatorial level program data,
- Under the direct supervision of M&E Team Leader, the M&E Officer is responsible for day-to-day implementation of the Community Feedback and Response Mechanism
- Ensure Feedback Mechanism briefings and information dissemination is provided on routine basis to local field staff as well as community members.
- Support the conduct of or facilitate any required training for NRC staff and partners on Client Responsiveness.
- Support protection assessment/evaluation activities as required.
- Provide training to Protection staff on how to access and use Protection-related databases and information management tools as required.
- Lead learning sessions with beneficiaries and staff, presenting to then the results of beneficiary feedback.
- Ensure the quality of data, in terms of both its accuracy and its breadth by ensuring reporting procedures and criteria are clear and followed by the BHA teams.
- Analyze the collected data and identify critical protection trends in areas of operation.
- Make sure project information are captured and reported timely with necessary disaggregation.
- Update online GORS data management system on monthly basis and area level BSC reports
- Support programme staff in planning for and executing M&E activities, including data collection methodology and tools development, and data management, analysis and use.
- Support need assessments, baseline and end line surveys particularly field data collation using Kobo, training and supervising enumerators, data entry and analysis.
- Establish and implementation appropriate Complaints Response and Feedback Mechanism (CRFM) for all programs and create compliant database for the area
- Ensure proper filing of documents
Specific responsibilities
- Ensure that the M&E Framework is implemented as per NRC M&E guidelines;

- Compile and update Emergency Response and Central Equatorial Team monthly output tracking sheet, online GORS reporting, CRFM database, and submit reports and other information to Emergency Response Manager/CO M&E team as required including balanced score card (BSC);
- Ensure project data is disaggregated by area/location, core competency, gender, type of beneficiaries (IDP, refugees, host community, returnee etc);
- Conduct regularly field visits to NRC operational areas with ERM, project coordinators, officers including areas covered by partners (where relevant) to document, track and report on project implementation and to periodically review progress against work plans;
- Participates in monthly, quarterly and annual review meetings with project partner staff and state departmental across relevant ministries;
- Monitor and report on project activities, output and outcomes/impacts of all core competencies covered by the Emergency Response and Central Equatorial Team, intervention and partners;
- Develop tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting;
- To assist in the preparation and review of reporting formats and the review, verification and finalization of monthly, quarterly and annual progress reports in accordance with NRC and donor requirements;
- Keep records of achievements and challenges experienced during implementation for each grant/project and to carry out timely outcome and impact assessments based on which final reports are written;
- Any other responsibilities given by the immediate supervisor.
- Support the preparation of detailed implementation plans and M&E matrix for all programs;
- Actively participate on project grant star-up meeting and make sure M&E plan developed for each project;
- Lead area level project assessments, including PDMs, baseline survey, outcome measurement, and multisector area level assessments where relevant, using mobile data collection;
- Closely work with program staffs to establish and implement Complaints Response and Feedback Mechanism (CRFM) for all programs including creating compliant database;
Generic professional competencies for this position:
- University degree preferably in social sciences, Statistics, Economics or other relevant discipline
- At least 3 years’ monitoring and evaluation in field of humanitarian/development project
- Knowledge of data collection and data collection instruments (technology);
- Exposure to a wide range of information management systems related to humanitarian/development and/or operational (e.g construction) activities)
- Strong data analysis skills (qualitative and qualitative data analysis)
- Previous experience in managing large data sets for multiple projects/donors including online database management
- Experience working with statistical computer software packages (SPSS, Stata) and advanced skills in Excel spreadsheet.
