The mission of WHE is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Within WHE, the Health Security Programme (HSP) contributes to strengthening Turkiye’s health security through integrated preparedness and response to epidemic threats of all origins in line with international standards, as well as improving capacities for threat detection, outbreak identification, management, communication including communicable disease case diagnosis, reporting and epidemic intelligence through Field Epidemiology Training Program (FETP), and in line with the needs of Early Warning and Response System (EWRS).

DESCRIPTION OF DUTIES

  • The position is responsible for monitoring and evaluation of the Project.
  • Enhance monitoring and evaluation procedures to ensure thorough project oversight and adherence to established standards.
  • Track project activities, expenditures, budget utilization, and progress towards achieving project outputs, aligning with project indicators and the logical framework.
  • Provide regular updates on project advancements and potential challenges, offering informed recommendations to Project Management for optimizing project efficiency and effectiveness.
  • Identify bottlenecks and risks in project implementation, developing strategic plans to minimize or eliminate such obstacles.
  • Conduct comprehensive monitoring and evaluation to assess overall progress in achieving project results, furnishing constructive feedback to the Project Coordinator and Project Team on strategies and activities.
  • Prepare regular reports on project progress, emphasizing accomplishments, challenges, and recommendations in a format compliant with reporting requirements.
  • Contribute to the preparation of narrative and financial reports, ensuring alignment with reporting guidelines.
  • Coordinate with Ministry of Health for data collection, documentation and ensure high quality data for accuracy, consistency and comparability.
  • Participate actively in annual project reviews, monthly project management meetings, steering committee meetings, and similar project-related activities.
  • Provide inputs, information, and statistics for quarterly, annual, and other reports to the Project Management Team and WHO Country Office.
  • Contribute to UNCT result groups as WCO focal point and support M&E related activities and reporting for UNCT.
  • Evaluate results of specific reports on computerized management information system and integrate these into planning and project implementation.
  • Undertake additional duties as required by the WHO Representative, Head of Country Office, and/or Project Coordinator to ensure the successful implementation of the Project.

REQUIRED QUALIFICATIONS

Education

  • Essential: First university degree in social sciences, international relations, or political science or other related fields from an accredited institute.
  • Desirable: Master’s degree (or equivalent) in political or social sciences, international relations.

Experience

  • Essential: At least 1 year of proven experience in monitoring aspects of the implementation of activities, budget levels and financial expenditures, and financial reporting.
  • Desirable: Relevant work experience in WHO and/or other UN sister agencies; experience working in other multi and bilateral development agencies active in the health sector. Prior experience in an EU health related project. Relevant experience in working with the Ministry of Health. Ability to multitask across various planning and implementation processes in a highly demanding environment. Knowledge of WHO policies and procedures.

  • Essential: Expert knowledge of English. Expert knowledge of Turkish.
