Caritas Czech Republic (CCR) is a non-profit organisation that operates abroad in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the social sectors, developing livelihoods for the local population, and educating children and adults.
CCR’s mission in Iraq was established in 2017. Since then, CCR has assisted the vulnerable Iraqi population in 5 governorates: Dohuk, Ninewa, Salah Al Din, Kirkuk and Anbar. The mission team comprises of expatriates and national staff. The organisation is registered and allowed to work in the Kurdistan Region and the rest of Iraq.
CCR is implementing livelihood projects in the Duhok and Ninawa governorates that aim to provide refugees, IDPs, returnees, and host communities in these governorates with improved access to livelihood opportunities.
To this end, CCR is looking for an experienced Monitoring and Evaluation Officer who will be responsible for developing and implementing monitoring and evaluation activities throughout the project cycle. The M&E Officer will supervise a MEAL unit based in CCR’s main and field offices. The M&E Officer should conduct periodic field visits to build the capacity of CCR’s field monitors and oversee monitoring tasks.
Responsibilities
M&E Planning:
- Improve the design of the proposed M&E plan based on the approved project logical framework.
- Review proposed performance indicators, propose means of verification and suggest further SMART indicators where necessary.
- Following the approved project work plan and timetable, propose the M&E timetable, including evaluation milestones.
- Contribute to designing baseline assessment and lead field data collection. Draft and present assessment reports and recommendations.
Monitoring and Evaluation of the project:
- Design activities monitoring tools, perform coding and upload to online platforms.
- Use quantitative and qualitative methods of data collection including, but not limited to, surveys, key informant interviews, focus group discussions, observations, etc.
- Mobilize field enumerators for field data collection. Also, familiarise and train field monitors and enumerators on the monitoring tools to enhance the quality of collected data and eliminate mistakes.
- Conduct quantitative and qualitative data analysis, interpret collected data, identify patterns and highlight findings.
- Draft assessment reports highlighting findings (using charts and other presentation methods) and draft recommendations.
- Monthly update of each running project’s MEAL plan and output tracker and report to the Country Director, Head of Programmes, Grants Officer, Desk Officer, and respective Project Managers.
- Highlight any deviation from the original plan and propose corrective actions.
- Assist the programme team in designing beneficiary selection criteria and ensure transparent use and application of these criteria.
- Conduct inspection checks of final beneficiary lists to ensure compliance with the selection criteria.
Data and Information Management:
- Guide programme and M&E staff for collecting and analysing beneficiary data to allow safe storage, comparisons, and disaggregation across different projects.
- Conduct data cross-checks with original beneficiary lists and identify duplication and errors.
Project Final Evaluation:
- Develop Terms of Reference for outsourced services like final evaluation or market studies and follow up with service provider on the progress and quality of products.
- Draft final evaluation reports that will be shared with donors.
- Ensure that learnt lessons are narrated and shared with relevant departments and HQ MEAL Unit.
- Identify potential success stories in collaboration with programme staff, conduct interviews and draft results.
Promote CCR’s accountability mechanisms:
- Promote CCR’s complaints and feedback mechanisms by distributing leaflets in project locations, banners in CCR’s offices and online posts.
- Promote CCR’s safeguarding policy, antifraud and whistleblowing mechanisms and the prevention of sexual exploitation and abuse (PSEA) standards within the organisation and among beneficiaries.
Requirements & Skills
- University degree in Business Administration, Economics, IT or a related field.
- Proven IT skills, including Microsoft Excel and Word. Knowledge of analytical and presentation software (e.g. Power BI, SPSS…etc.) will be advantageous.
- Knowledge of using coding and survey software like KoBo Toolbox and Microsoft Forms is a must.
- Proven abilities to work with Refugees, IDPs, and host communities.
- Good communication and dialogue skills.
- 3 years (minimum) professional experience in MEAL, data management and reporting.
- Experience working with NGOs and demonstrated knowledge of humanitarian standards and codes of conduct.
- Personal qualities: Works well in and promotes teamwork, strong community outreach skills, detail-oriented, honest, flexible, and able to handle pressure well.
- Language skills: Fluency in English and Arabic language skills are required. Fluency in Kurdish is desired.
- Very good organisational skills and ability to analyse information.
- Ability to work under pressure and manage a team.
