THE OPPORTUNITY

The Monitoring, Evaluation, Research, and Learning Coordinator (MERLC) will lead the implementation of quality monitoring, evaluation, research, and learning (MERL) across all programs and influence work in both development and humanitarian contexts. He/She will ensure that the MERL standards, processes, and systems are embedded in the Program and Influencing Quality Procedures. This includes providing support to build capacities of staff, monitoring and evaluation network and partners on MERL.

Further, as the Monitoring, Evaluation, Research, and Learning Coordinator:

  • You will lead the development of a relevant M&E Framework for the program area.
  • You will train internal and external staff, including partners, on their roles and responsibilities including the data collection tools, procedures, and relevant Plan International Pilipinas policies and procedures.
  • You will establish feedback mechanisms to capture, store and respond to feedback from the community and program participants.
  • You will analyze data and develop findings in line with the approach to analysis outlined in the M&E Framework.
  • You will validate findings with key stakeholders and where appropriate, respondents.

Plan International Pilipinas Foundation Inc. is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities.

 DO YOU HAVE WHAT IT TAKES?

To be successful in the role you will need among other things:

  • Graduate with a degree in Social Science, Statistics, Social Work, Community Development, or another related course.
  • Has thorough current knowledge and understanding of participatory, gender-sensitive, and inclusive monitoring, evaluation, research, and learning (MERL) approaches and methodologies with adults and children.
  • Knowledge of Data management, quality control, and validation processes and requirements.
  • Able to demonstrate sound analytical and problem-solving capabilities.
  • Ability to influence others’ behavior through effective relationship building, in order to implement strong MERL practices.
  • Very good computer applications knowledge.
  • Flexible and has a good command of both oral and written English and good human relations.
  • This role requires fieldwork. Applicant must be open and able to conduct fieldwork in areas covered by Plan International Pilipinas.
  • Applicants must be based in the Philippines and Filipino nationals.

Reports to: Program Operations Manager

Hybrid Working Arrangements available, with frequent field work.
