Plan International is implementing a three-year project called, Systems Approach for Ensuring Online Safety and Empowerment of Children and Young People (SAFE ONLINE). The overall objective of the project is to contribute to the empowerment and protection of children and young people against online sexual exploitation of children (OSEC) and online violence.

 In line with this project, Plan International invites competent, experienced, and committed professionals to fill the following position.
The Monitoring, Evaluation, Research, and Learning (MERL) Officer is tasked to implement the project’s monitoring and evaluation plan pursuant to the M&E Framework.
He/she ensures that the database systems are operational and optimized for analyzing and reporting relevant project information.
He/she shall also track and monitor project accomplishments and consolidate feedback from stakeholders.
He/she will also validate and consolidate project reports from the project’s implementing partner. 

Further, as the MERL Officer:

  • You will facilitate school/community assessments, monitoring, and evaluations for planning and decision-making.
  • You will lead in the conduct of Mid, and End-line studies in communities.
  • You will submit the required reports needed on the grant-funded project.
  • You will facilitate the capturing/documentation, storage, and sharing of best practices and lessons learned.
  • You will lead in the development of simple and child-friendly Project Briefs, Flyers, and Update newsletters.
  • Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas.
To be successful in the role you will need among other things:
  • Bachelor’s degree in Social Science, Statistics, Social Work, Community Development, Statistics, or another related course.
  • Minimum five (5) years of development work experience, and three (3) years experience in conducting research, planning, developing, and managing community development work-related projects.
  • Has relevant training in project management, participatory research; and monitoring and evaluation methods and, project proposal development.
  • Previous work experience in a similar project or in a non-government organization/s is an advantage.
  • Good verbal and written communication skills and the ability to relate to people from all backgrounds.
  • Applicants must be based in the Philippines and Filipino nationals.
