The Opportunity
- Lead in designing the programme Theory of Change and Results framework as well as Implement Result Based Management in Plan for the Integrated Programme during the project/programme design phase with the programme team;
- Support the proper implementation of Programme & Influencing Quality Policy (PQP);
- Develop and implement Knowledge Management (KM) and Information management system to ensure that staff and other stakeholders have easy access to quality and reliable information including supporting learning and reflection initiatives and ensure that knowledge and lessons are incorporated into projects.
- Lead and actively participate in the development and use of the M&E tools and systems for the project;
- Conduct routine monitoring field visits of all the Project activities to establish learning and development needs, using data collected to inform the learning and development of MERL interventions contributing to the knowledge and application of MERL best practices.
- Support the planning, design and coordination of project internal and external evaluation and research initiatives including reviewing Terms of Reference, supporting quality implementation of the sampling methodology and reviewing reports.
- Ensure the realization of project meetings with partner, communities and stakeholders for learning and reflections towards future project designing;
- Participate in the development of yearly project budgets and operational plans.

About You
- Master in Statistics/Social Sciences or related discipline;
- Years’ work-related experience in NGOs;
- Demonstrated analytic capacity and ability to write high quality reports;
- Ability to interact effectively with donors, collaborating agencies, local and government partners;
- Knowledge and Experience in project management cycle;
- Ability to work independently without close supervision;
- Mastery of the approaches to humanitarian/programme/project logic, trends in own and related fields of work and a range of effective strategies, approaches and practices
- Excellent English and Portuguese oral and written skills are required.

Grade: 16 (Pay range 2,592,000MT to 3,240,000MT annual gross) Plan reserves the right to pay according to internal procedures;
