Functional Responsibilities

Under the overall supervision of the Monitoring & Evaluation Specialist, the incumbent is required to perform the following duties and responsibilities:
Duties and responsibilities:

  • Support the development and roll out of the SNSOP Monitoring and Evaluation Frameworks, guidelines, plans or tools to guide quality Monitoring and Evaluation in the project.
  • Support the M&E Officer to regularly review Monitoring and Evaluation plans, tools and other documents such as results matrices, reporting templates etc., as may be necessary in coordination with relevant colleagues or partners.
  • Conduct periodic site visits to the project sites especially LIPW sites to ascertain and promote adherence to agreed standards and timelines of implementation. 
  • Lead role in overseeing data collection (including beneficiary bio – data); collation; storage; analysis and reporting ensuring that data is of high quality and audit worthy.
  • Carry out the Beneficiary Registration Lessons Learnt Survey (BRLLS) and Post Distribution Monitoring on a rolling basis to assess the success of the project and the level of impact achieved.
  • Support the Monitoring & Evaluation Specialist in the preparation and review of project progress and monitoring reports at the field level in collaboration with other project staff.
  • Support the community mobilization teams with attendance marking (both in hard copy and in the MIS) and generate the payrolls based on the number of days attended.
  • Facilitates the implementation of regular and periodic project evaluations.

Knowledge Building and Knowledge Sharing:

  • Provide regular verbal and written feedback on field observations and monitoring findings to the M&E Officer.
  • Develop and share with the M&E Specialist reports related to local field M&E activities. 
  • Support the project staff in documenting, reviewing and consolidating lessons-learned from the field.
  • Participate in M&E technical meetings and share any relevant field experiences with colleagues.

Final Product:

  • Prepares and issues regular reports in accordance with supervisor’s guidelines.
  • Maintains diaries and progress reports as required by UNOPS standard procedures.

Education/Experience/Language requirements

Education:

  • Completion of High School (Secondary School) is required. 
  • Bachelor’s degree in Development Studies, Management, Social Sciences, Mathematics, Statistics or related field with three (3) years of relevant professional experience may be considered but not mandatory.
  • Master’s degree (Advanced degree) in Development Studies, Management, Social Sciences, Mathematics, Statistics or related field with one (1) year of relevant professional experience may be considered but not mandatory.

Work Experience: 

  • Minimum of seven (7) years of relevant experience in the areas of M&E is required; 
  • Experience in development work in remote areas highly desirable.
  • Experience in World Bank M&E, Social Protection and Food Security projects is an asset.
  • Experience in IT using Monitoring and Evaluation software is an asset.
  • Experience in public works projects will be an asset.
  • Clear knowledge and experience working on data analysis.

Language requirement:

  • Fluency in written and oral English is required.
  • Knowledge of Arabic language is desired.
