Functional Responsibilities
Under the overall supervision of the Monitoring & Evaluation Specialist, the incumbent is required to perform the following duties and responsibilities:
Duties and responsibilities:
- Support the development and roll out of the SNSOP Monitoring and Evaluation Frameworks, guidelines, plans or tools to guide quality Monitoring and Evaluation in the project.
- Support the M&E Officer to regularly review Monitoring and Evaluation plans, tools and other documents such as results matrices, reporting templates etc., as may be necessary in coordination with relevant colleagues or partners.
- Conduct periodic site visits to the project sites especially LIPW sites to ascertain and promote adherence to agreed standards and timelines of implementation.
- Lead role in overseeing data collection (including beneficiary bio – data); collation; storage; analysis and reporting ensuring that data is of high quality and audit worthy.
- Carry out the Beneficiary Registration Lessons Learnt Survey (BRLLS) and Post Distribution Monitoring on a rolling basis to assess the success of the project and the level of impact achieved.
- Support the Monitoring & Evaluation Specialist in the preparation and review of project progress and monitoring reports at the field level in collaboration with other project staff.
- Support the community mobilization teams with attendance marking (both in hard copy and in the MIS) and generate the payrolls based on the number of days attended.
- Facilitates the implementation of regular and periodic project evaluations.
Knowledge Building and Knowledge Sharing:
- Provide regular verbal and written feedback on field observations and monitoring findings to the M&E Officer.
- Develop and share with the M&E Specialist reports related to local field M&E activities.
- Support the project staff in documenting, reviewing and consolidating lessons-learned from the field.
- Participate in M&E technical meetings and share any relevant field experiences with colleagues.
Final Product:
- Prepares and issues regular reports in accordance with supervisor’s guidelines.
- Maintains diaries and progress reports as required by UNOPS standard procedures.
Education/Experience/Language requirements
Education:
- Completion of High School (Secondary School) is required.
- Bachelor’s degree in Development Studies, Management, Social Sciences, Mathematics, Statistics or related field with three (3) years of relevant professional experience may be considered but not mandatory.
- Master’s degree (Advanced degree) in Development Studies, Management, Social Sciences, Mathematics, Statistics or related field with one (1) year of relevant professional experience may be considered but not mandatory.
Work Experience:
- Minimum of seven (7) years of relevant experience in the areas of M&E is required;
- Experience in development work in remote areas highly desirable.
- Experience in World Bank M&E, Social Protection and Food Security projects is an asset.
- Experience in IT using Monitoring and Evaluation software is an asset.
- Experience in public works projects will be an asset.
- Clear knowledge and experience working on data analysis.
Language requirement:
- Fluency in written and oral English is required.
- Knowledge of Arabic language is desired.
