Role Purpose

Plan International Liberia Plan International Liberia has been awarded a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria in Liberia. Plan International has been selected as Principal Recipient to implement the Grant Cycle 7 (GC-7) grant for TB/HIV/RSSH and the continuing Covid 19 Response Mechanism.

To support this grant, Plan International Liberia is seeking an experienced Monitoring, Evaluation, Research, and Learning (MERL) Specialist to join our team for an initial one-year term, with the potential for extension up to three years. In this role, you will implement, and manage a robust MERL framework aligned with the grant’s objectives, lead a dedicated team comprising two M&E Coordinators and two COVID-19 Grant M&E Officers as well as provide direct oversight and guidance to Sub Recipients (SRs) in implementing effective M&E activities. Your responsibilities will include deepening the integration of the e-tracker system currently under development into existing M&E structures. This position requires expertise in harmonizing M&E systems across Principal Recipient (PR), National HMIS, Sub-Recipients (SRs) and Sub-Sub-Recipients (SSRs), as well as proven ability to integrate technologies into existing M&E systems.

Dimensions of the Role

  • Provide leadership to the M&E team, ensuring effective coordination and collaboration.
  • Review, implement, and manage a robust MERL framework aligned with the grant’s objectives and Global Fund requirements.
  • Establish and enforce data quality assurance mechanisms to maintain the integrity of monitoring and evaluation data.
  • Provide technical assistance to SRs and other project relevant stakeholders in the development and implementation of their M&E plans.
  • Facilitate regular coordination meetings to strengthen communication channels between the Principal Recipient (PR) and implementing partners, fostering a unified approach to monitoring and evaluation.

Accountabilities

  • Provides technical guidance and support for data collection, storage, analysis, dissemination, and data quality assurance from the point of service delivery to central levels of data aggregations.
  • Contributes to the design, implementation, and oversight of M&E and Research activities setting at each stage of the grant management cycle.
  • Be a technical lead on preparing and finalizing Progress Updates to the Global Fund and comply with donor’s M&E requirements, strengthening national M&E systems, and building capacity of the national and local entities.
  • Offer targeted support to address challenges and ensure the successful integration of SSRs into the broader M&E structure.
  • Facilitate regular review meetings to assess project performance, identify lessons learned, and recommend improvements.
  • implementing of the data quality assurance mechanisms such as data quality assessments, spot checks, On-site Data Verifications, and monitoring visits.
  • Work with implementing partners to ensure that digital M&E databases and collection tools are in line with national standards and the technical requirements necessary for introduction of the e-tracker and other national digital information management systems.
  • Identity the evaluation and research needs/priorities of the grants and lead the design of adequate methodologies and protocols for grant evaluation, assessing impact, and addressing specific operational research needs including studies on Gender Equality and Inclusion.
  • Regularly review and analyze data, reports and studies specifically those from Liberia such as routine data from national health systems, program reviews, evaluations, health facility assessments, IBBS, DHS, surveys and other special studies.
