The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Latin America and the Caribbean Office helps to implement UNEP’s programs by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental, challenges, opportunities and emergencies.
This post is located in the UNEP Latin America and the Caribbean Office at the Panama Duty Station. The objectives of this position is to stablish and operate regional monitoring and reporting mechanisms and processes in line with UNEP corporate guidance as well as support UNEP´s results-based planning and knowledge management at regional level. Under the direct supervision of the Deputy Regional Director, the incumbent will be responsible for the following duties:
Responsibilities
• Work with Subprogramme Coordinators, Project Managers and Heads of Office to facilitate monitoring and reporting at subprogramme, regional and country levels; monitor and analyze specific aspects of UNEP’s work including the regional workplan, the workplan of the Forum of Ministers of Environment of LAC, programme / project development and implementation; liaise with relevant headquarters and field staff; identify and track follow-up actions
• Provide substantive support for results-based monitoring and reporting functions, including the review and analysis of emerging issues and trends, collecting, analyzing and presenting data as well as programme risks and management responses.
• Revise the monitoring, reporting and evaluation activities of UNEP initiatives in Latin America and the Caribbean to standardize and improve current practice (including with UN Information), and act as UNEP LAC evaluation focal point.
• Develop and manage data collection tools; review, analyze and interpret data, identify problems and issues to be addressed and recommend corrective actions; prepare preliminary conclusions and homogenize with UN Information requirements in form and timing.
• Produce monitoring reports including those relating to progress, performance and impact at regional level and prepare inputs for corporate reporting on results related to the Medium-Term Strategy, the Programme of Work, the regional workplan and the workplan of the Forum of Ministers of Environment advances in the region.
• Compile monitoring and evaluation information / data. Contribute to the preparation of management reports, drawing on monitoring and analysis of key management indicators. Assist in the preparation of reports on workplan and programme implementation and/or evaluation, including programme’s performance, relevance, efficiency, effectiveness, and sustainability, as well as good practices in partnerships and collaborative relationships.
• Provide support related to results-based management and budgeting (regional workplan, programme / project preparation revisions, improvement of progress reports through checklists and quality assurance, etc.) and revision of related documents / reports (pledging, work programme, programme budget, concept notes, project documents, internal cooperation agreements, etc.).
• Support the development, organization and implementation of results-based management and budgeting training workshops, technical assistance to UNEP units, revision of project concept notes and project documents; participate in and make presentations on assigned topics / activities.
• Supports knowledge management and capacity development, including on best practices in the region and globally, based on a solid understanding of the incentives that people need to utilize knowledge.
• Identifies good practices and lessons learned at the different levels of the UN System (national, regional, and global) and share findings with regional and country colleagues so that best practices benefit UNEP’s work.
• Contributes to knowledge sharing (including through training and peer exchange) on issues related to UNEP strategic planning frameworks, methodologies, and tools.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (master’s or equivalent) in political science, environmental sciences, business administration, management, economics, or a related field is required.
A first-level university degree in combination with two (2) additional years of qualifying experience in project monitoring and reporting and in international cooperation may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of five (5) years of progressively responsible experience in project monitoring and reporting and in international cooperation is required.
Working experience in Latin America and the Caribbean region as well as previous experience with the UN or similar international organization’s is desirable.
A minimum Two (2) years or more of experience in data analytics, corporate monitoring and reporting tools is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and in Spanish is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
NOTE: “Fluency” equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of” equals a rating of ” confident” in two of the four areas.
