The Monitoring Specialist with the Minnesota Board of Water and Soil Resources (BWSR) serves as the wetland bank easement monitoring program manager statewide.  The primary function is to develop, coordinate and implement vegetation and hydrologic monitoring/implementation plans and manage vegetation management contracts for the Local Government Road Wetland Replacement Program (LGRWRP).

  • Develops and manages the easement compliance program. 
  • Developing long-term program policies, procedures, and strategies for easement monitoring compliance and enforcement.
  • Overseeing up to three seasonal workers working on compliance related project/program.
  • Conduct and lead federal grant studies on the long-term condition of wetland mitigation sites, including developing and managing budgets and reports.
  • Seasonal travel to LGRWRP wetland banks to perform monitoring tasks and management of vegetation management vendors.

The position is afforded considerable flexibility in scheduling their work week to accommodate field and office work. They are expected to manage their 80 hours of work within a two-week time period in accordance with the appropriate bargaining unit of the State’s contract with the MAPE.

There is considerable interaction with other wetland banking staff, the Wetland Conservation Act Operations Supervisor and his/her staff, technical services staff, and the Wetland Section Manager.

Hybrid arrangements are available based on supervisor approval and demonstrated ability to provide efficient completion of duties.
