Org. Setting and Reporting
The position is located in the Supply Chain Management and Service Delivery Pillar of the Mission Support Component of the United Nations Mission in Support of the Hudaydah Agreement (UNMHA) and the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Sana’a- Yemen and will report to Chief Supply Chain Management and Service Delivery.
Responsibilities
Within delegated authority, the Movement Control Officer will be responsible for the following duties: Movement Control duties: • Coordinates the activities of the movement control office across the mission area. • Participates in the coordination of the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility. • Provides technical advice to the substantive and support elements of the missions on all aspects of the transportation activities. • In consultation with supervisors, prepares operational plans, performance reports and responses to internal and external audit observations. • Provides inputs to the standard operating procedures for the movement control related processes. • Monitors quality control procedures to ensure they are implemented for all work processes. • Monitors the accuracy and validity of data recorded in the management information systems. • Monitors the reference documents to ensure that they are current and readily available and accessible to all relevant personnel. • Develops, in consultation with the Chief Supply Chain Management and Service Delivery, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. • Evaluates short-term sea and surface transport contracts. • Conducts inventories and physical annual checks of relevant facilities and equipment. • Provides inputs for budget proposals for the field mission’s movement control section/unit. • Participates in coordination of the requisition process with relevant acquisition management and procurement entities to ensure that bidding and approval activities meet required timetable. • Determines technical specifications for movement control services and develops statements of work/requirements. • In consultation with the supervisor, provides inputs to responses to UNHQ during the vendor evaluation to ensure that submitted proposals meet technical requirements. • Oversees movement control contracts for the provision of services and evaluates vendor’s performance in coordination with the Contracts Management Unit and/or the Procurement Unit. • Monitors that UN financial regulations and rules are complied with in all activities of the subordinate elements. • Participates in the reviews conducted in the field by the administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry. • Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual Work Plans, evaluates the performance of employees, and recommends/endorses the recommendation of contract extensions for the unit’s staff. • Develops training courses, workshops, and other related training activities. • Performs other related duties as required. Joint Movement Control Centre duties/ Passenger Booking duties: • Monitors the receipt and registration of customer requests, through Movement of Personnel (MOP) and Cargo Movement Request (CMR) Forms, for transportation of passengers and cargo (including dangerous goods requiring special handling) within and/or outside the mission area. • Plans and schedules the movement of all passengers and cargo. • Determines the most efficient and cost-effective modes of transportation for passengers and cargo (including dangerous goods requiring special handling) within and/or outside the mission area. • Coordinates required transportation activities with the Aviation, Transport and Maritime Units/Sections and/or commercial transportation service providers. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on immigration and customs matters. • Analyzes projected passenger and cargo flows in order to estimate required resources. • Ensures that statistical data on the movement of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission is recorded in accordance with the established procedures and deadlines. Cargo Warehouse duties: • Supervises the activities of the Cargo Warehouse. • Monitors the processing of excess personal luggage and cargo receipt and registration (including dangerous goods requiring special handling). • Monitors the preparation of luggage and cargo for transportation and ensures that weighing, plastic wrapping and labelling are conducted in accordance with the established procedures. • Ensures that luggage and cargo are labelled properly according to destinations. • Ensures the timely coordination of transportation management to the embarkation.facility. Airfield/Air Terminal/Transport/Maritime Movement Control Office duties: • Supervises a team of movement control assistants, passenger clerks and cargo handlers. • Supervises the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of the missions from the established movement control facility and monitors that all activities are carried out in accordance with the UN rules, regulations and applicable safety procedures. • Monitors the compilation of passenger and cargo manifests and ensures that accurate manifests are communicated to the aircrew, surface transprt and maritime personnel in accordance with the established procedures and deadlines. • Monitors that aircraft, vehicles and vessels are loaded in accordance with passenger and cargo manifests. • Ensures that passengers are briefed on schedules, routes, timing and safety requirements in accordance with passenger and cargo manifests. • Monitors check-in and check-out activities for outgoing and incoming passengers and cargo. • Participates in the integrated search and rescue and casualty evacuation operations upon request. Inbound Delivery Coordination duties: • Coordinates the inbound activities for freight into the missions in accordance with mission supply chain plans with Vendors, Procurement, Centralized Warehouse and all other concerned stakeholders. • Liaises with vendors to confirm delivery status and to review shipment documents to ensure that goods are delivered in accordance with the agreed terms and conditions of Purchase Orders. • Collects, checks and updates information (e.g. ETA, quantities, etc.) and documents (e.g. Bill of Lading, customs clearance, etc.), provided by commodity and freight forwarding vendors in the ERP system (Umoja) to facilitate downstream processes. • Tracks and traces all deliveries and updates the Inbound Delivery with necessary information and shipment documents to provide all stakeholders with a constant status overview of incoming shipments. • Identify issues, which may delay and/or disrupt the delivery of goods and seek remedial solutions with all concerned stakeholders (including Procurement, Vendor, Centralized Warehouse). • Confirms delivery dates and quantities received and provides delivery confirmation documents to support virtual and/or physical receipt in accordance to agreed Incoterms. • Plans deliveries, requests shopping carts and drafts Statements of Requirements SOR)/Scope of Works (SOW) in a timely manner for freight forwarding services, and participates in the technical evaluation of bids. • Liaises and coordinates customs, transport and Movement Control activities, related to inbound shipments with vendors, customs and all other relevant local and national authorities. • Ensure that daily activities comply with the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A valid driver’s license is required. A valid IATA and/or IMO dangerous goods certificate is required. Training in the planning, coordination, and control of at least two (2) modes of transport is required. Knowledge of aviation radio communication terminology and procedures is required. Knowledge of Microsoft Office tools such as the Word, Excel and PowerPoint is required.
Work Experience
A minimum of ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field with at least three (3) years of supervisory experience on a position directly related to the coordination of complex transport operations in the international environment is required. The minimum years of relevant experience are reduced to five (5) years for candidates who possess a first level university degree. Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required. Knowledge of UN financial regulations and rules is desirable. Experience in international operations in a conflict or post conflict environment is desirable. Experience in quality management is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
