About the Job
The Movement Cooperation officer contributes to the planning, implementation, monitoring and evaluation of the Delegation’s Cooperation objectives. He/she works under the supervision of the ICRC Movement Cooperation Specialist (MCS).
This is a resident/National position based in Mogadishu, Somalia.
Duties and Responsibilities
- Supports the relevant ICRC departments and Somali Red Crescent Society (SRCS) in the design, implementation, monitoring and evaluation of their joint programs
- Contributes to ICRC and Somali Red Crescent Society (SRCS) collaboration in the field by establishing and facilitating contacts and mutual understanding
- Contributes to SRCS ongoing capacity strengthening processes, roll out of Human resource roadmap, Volunteer management and implementation of Safer Access Plan of Action (PoA) and other SRCS NSD priorities as per ICRC partnership
- Under the guidance of Cooperation Specialist and Cooperation Coordinator provides support to SRCS in the design and implementation of internal policies, systems, guidelines, and Standard Operating Procedures (SOPs)
- Strengthening the ICRC Coordination with SRCS and other Movement Partners (IFRC, PNSs) working within the area of responsibility
- In liaison with other ICRC concerned departments supports SRCS emergency preparation and response activities
- Offers guidance and supports the Cooperation Office in Finance and Administration matters and ensures adherence to the stipulated policies and procedures
- Contributes to the analysis of the context and humanitarian needs through regular contacts with the SRCS
- Participates in joint assessments with SRCS and other ICRC departments when required
- Ensures proper coordination of ICRC and SRCS plans and activities under Cooperation and ICRC operational departments
- Contributes to building and maintaining a positive relationship and trust between the ICRC and SRCS
- Conducts periodic visits to ICRC Sub-Delegations, office in Nairobi and SRCS branches to foster regular coordination and ensure partnership modalities are understood and respected
- Reviews routine and ad-hoc financial requests from SRCS with regard to accuracy and compliance to established or agreed practices and standards; agreed plans of activities/plans of action and follow up for validation and timely payments
- Deputizing the Cooperation Specialist and acting as in charge during his absence
- Contributes to routine duties such as drafting minutes of meetings, compiling periodic reports, filing and managing the internal tools and databases
- Translates documents from English to Somali and vice versa as required
- Compiles monthly reports, analyses, summarizes and distributes to the relevant users
- Provides regular reporting of activities, field trips updates and prepares and distributes minutes of meetings
- Organizes and facilitates trainings, workshops, and seminars in the field
- Contribute to the understanding of the security situation and cultural context as it relates to ICRC operations
Minimum qualifications and required competencies
- Bachelor’s Degree in Business Administration, Public Administration, International Relations, or equivalent qualification in a related field of study
- 4 years’ work experience in a similar field of activities RCRC Movement
- Fluency in written and spoken English and Somali
- Excellent organizational, analytical, planning and reporting skills
- Good knowledge of the political, social, and cultural aspects of the assigned region
- Computer proficiency especially in MS Office
