About the mission
Solidarités International (SI) first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing life-saving activities in Mueda. SI is today implementing activitiess in whole Cabo Delgado province especially in Mueda, Nangade, Muidumbe, Palma, Mocimboa da Praia districts.
In 2024, SI Mozambique focuses into integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, Non Food Items, and counts on 150 staffs and a budget of 10M euros thanks to the financial support of BHA, ECHO, SDC, CDCS, UNICEF, AERMC

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
General objective:
The Admin manager will implement and supervise all Fin/admin/HR operations at his/her assigned base in line with Solidarités International procedures.
The main challenges:
Potential complexity to attract key positions due to the remoteness of the area and perceived poor security.
Priorities for the 2/3 first months:
- Archiving process ongoing to be continued and strengthened;
- Close follow up of national HR and monitoring of performance and capacity building with managers ;
- Strengthen financial visibility of the programs and structure costs of the base;
- Assessing potential for nationalization in expatriate positions.
Education / academic background:
Bachelor degree in business administration, management, finance or other qualifications in related field.
Specific skills and experience:
- 2-3 years experiment in humanitarian sector
- 2-3 years experiment on similar position
- Working knowledge of SAGA & HOMERE
- Experience in HR management
- Accounting, budgeting and financial management
- Training skills / team & capacity building
- Fluidification of process & procedure
- Rigor and agility,autonomous, organized, ability to priorities and to work under pressure.
Language:
- English ( written & spoken) – Mandatory
- Portuguese – Asset
- Swahili- Desirable
- Spanish – plus that can help if no portuguese
A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
- Guest House & office are in the same premises, but with separate areas.
- Individual bathroom in all bedrooms.
- There are occasional power and water cuts, however, generator is a backup.
- AC installation is under discussion for office buliding.
- Good Internet coverage (Starlink)
- Fresh bread delivered every morning on working days at 6.30am. Good cook, vege friendly.
- Some local restaurants to order food.
Some activities are available at weekends, such as football and volleybal with locals and staff members.
If security siuaton allows, weekend in Palma at a resort with a restaurant and swimming pool is possible. In Palma district there are NGOs so socialising with other expats is possible.
A curfew is 8 pm for MDP but is subjected to change accoring to security siutaion at any time. Expats can walk in validated areas of Mocimboa town including markets during the day. Walking after sunset is not allowed but can go to shops by car with the same curfew.
