SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International (SI) first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing life-saving activities in Mueda. SI has progressively extended its activities implementing activitiess in whole Cabo Delgado province especially in Mueda, Nangade, Muidumbe, Palma, Mocimboa da Praia districts.

In 2024, SI Mozambique focuses into integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, Non Food Items, and counts on 150 staffs and a budget of 10M euros thanks to the financial support of BHA, ECHO, SDC, CDCS, UNICEF, AERMC.

General objective:

The HR coordinator coordinates the implementation of Solidarités International Human Resources policy.
As HR Coordinator he/she is responsible for the administrative aspects of the mission and ensures the respect by all of, Solidarités International procedures, the procedures of financial backers and the laws of the country in which SI is intervening.
He/she is the mission point of contact and the link between headquarters and the mission for any questions relating to Human Resources.

The main challenges:

  • Mozambique country legal framework is heavy and new rules/laws can quickly appear.
  • Visa complexity
  • Young mission and young team in need of training, coaching and mentoring
    HR policies and SOPs recently developed.

Priorities for the 2/3 first months:

  • Implementation of recently developed HR policies and SOPs (Community Volunteers and Intermitent Fixed Term contract for example)
  • Implementation of the proposed upgrade of staff Health cover
  • Salary grid revision
  • Analyze the compensation and benefits survey Report for Mozambique 2024, and propose related HR decisions
  • Longer term but to start as soon as possible: Implementation of the newly created training & Development policy. Revision of Training & Development priorities for year 2025.

Security constraints: Security level 2 in Pemba / very limited security constraints
Mueda and Mocimboa da Praia are security level 3.

SI WILL OFFER YOU
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Pemba is a peacefull and quiet place with wonderfull beaches and seafood. There is no curfew and walking is allowed during the day. Restaurants and beach activities are multiple. There are plenty of international NGOs.
The guesthouse offers confortable living conditions, permanent water and electricity.
The internet connection is stable with 4G. Bases are both reachable in less than 1 hour flight.

Education / academic background:

Minimum Bachelor’s degree in Human Resources, Business Administration,Social sciences , Organization Development or related HR discipline.

EXPERIMENT IN THE HUMANITARIAN SECTOR : 3-4 years
EXPERIMENT ON SIMILAR POSITIONS : 0-2 years

Specific skills and experience:

TECHNICAL SKILLS

1. In-depth technical knowledge of the principles and concepts in HR administration (workforce and organizational planning,recruitment & selection , compensation and benefits , performance management, Training and development, employee relations, staff health and safety, and employee engagement), HR-good-practices, HR information systems and databases; / Knowledge and experience working with SI HR procedures and tools is a major plus

2. Experience in HR policy reviews, development and implementation

3. Experience in capacity building and setting frameworks for staff development

=”text-align: justify;”>4. Experience leading workplace investigation and supporting resolution of employee relations / Knowledge of Mozambique about law is a plus

TRANSVERSAL SKILLS

1. Coordination and management skills
2. Training and facilitation skills
3. Diplomacy

Language:

1. English mandatory
2. Portuguese desirable
3. Spanish a plus if no Portuguese
