MSME BUSINESS DEVELOPMENT AND CAPACITY TRAINING UNDER THE LAGOS STATE EMPLOYABILITY SUPPORT PROGRAMME (LSESP) – PHASE 3
Nigeria’s Micro, Small and Medium Enterprises (MSMEs) are widely recognised as the backbone of the economy, accounting for a significant share of employment, output and household income. In Lagos State, MSMEs operate across a diverse range of sectors including trade, manufacturing, fashion, food processing, creative industries, and services. Yet despite their numerical strength and economic significance, many MSMEs remain constrained by limited business management capacity, poor financial practices, weak market linkages, and difficulty accessing formal finance.
The Lagos State Employability Support Programme (LSESP), implemented by UNDP Nigeria in partnership with the Lagos State Government, recognises that sustainable employment creation depends not only on skills training for individuals but also on strengthening the business capacity of the enterprises that employ, absorb and grow that talent. A thriving MSME ecosystem is foundational to expanding decent work opportunities in Lagos.
As part of the LSESP Phase 3 implementation process, a series of Focus Group Discussions (FGDs) were conducted with MSME owners and operators across priority sectors in Lagos. The FGDs surfaced a consistent and clear set of capacity gaps that cut across business size, sector, and owner profile.
UNDP Nigeria is seeking the services of consultancy firms to design and deliver a structured, demand-driven MSME business development and capacity training programme for LSESP Phase 3 beneficiaries in Lagos State, directly responsive to the capacity gaps identified through the programme’s Focus Group Discussion process. The selected firms will be responsible for curriculum development, facilitator deployment, beneficiary engagement, market linkage support, monitoring of learning outcomes, and reporting. All training activities must be grounded in the practical realities of Lagos’s MSME ecosystem, accessible to participants with varying levels of formal
education, and oriented toward measurable business improvements.
