Context
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. PUI has been working in Iraq since 1983. Its core objective is to provide a humanitarian response to the needs arising from population displacements in Iraq, through reinforcement and strengthening of the existing health system, provision of Mental Health and Psychosocial Support (MHPSS), and by enhancing access to shelter, Drinking Water, Hygiene and Sanitation (WaSH). PUI is currently implementing Health, MHPSS, WaSH, and shelter projects in Federal Iraq and the Kurdistan Region of Iraq, through bases in Erbil and Baghdad. |
Job Description |
Overall objective |
The Multisectoral Project Manager is responsible for managing and overseeing a seamless integration of climate-driven Water, Sanitation, and Hygiene (WaSH) initiatives in the community targeted facilities, with climate-resilient shelter rehabilitation efforts. Additionally, prioritize the implementation of mental health and psychosocial support activities to enhance community well-being and resilience. S/he is responsible for ensuring effective coordination among diverse sectors, fostering collaboration and maximizing project impact. S/he represents PUI to the authorities, humanitarian actors and donors, and local authorities. The projects’s objectives are to apply an integrated approach in different sites of Baghdad, Anbar and southern governorates of Iraq, including shelters, PHCCs, Hospitals, Schools and other social infrastructure with the most critical needs in terms of access to basic services, with a focus on those most affected by climate change, located in central and southern Iraq. The overall objective of this approach is to create a dignified and decent habitat for the most vulnerable communities, recognizing that living in dignity is not limited to shelter conditions, but also requires to belong to a prosperous and stable community. Through this integrated approach, the shelter sector will be the front door to access target communities, and complementary activities will be integrated based on the specific needs of populations located in each target location.

Project expected results:
– The most vulnerable households live in decent and dignified conditions, protected from harsh weather conditions linked to climate change. – The communities of targeted locations strengthen their resilience to climate change. |
Tasks and responsibilities |
· Programs: He / She ensures the proper implementation, supervision, quality monitoring and reporting of the project in the areas of intervention. · Human Resources: He / She is responsible of the project teams (PUI employees and potential daily workers), giving direct and indirect supervision to the team. · Logistics and administration: He / She provides logistical and administrative monitoring of activities under his/her responsibility. · Finance: He/She ensures the financial management of the project according to the PUI and donors’ rules · Representation: At the request and under the direction of the Field Coordinator, s/he represents the association with partners, local authorities and stakeholders involved in the implementation of programs in his / her area of operation. · Security: He/She guarantees the efforts aimed at ensuring compliance with safety rules at the site and transmits all information related to safety concerns to his/her immediate supervisor and team. · Strategy: He / She ensures the development of new interventions based on identified needs in collaboration with the Field Coordinator in CSI, and relevant technical coordinators. |
Specific objectives and linked activities |
1. ENSURE IMPLEMENTATION AND MONITORING OF THE PROJECT
· He/She Ensures the smooth conduction and implementation of the project activities (WaSH/Shelter/MHPSS/Community mobilization), in line with PUI strategies and procedures, and according to the project proposal. · He/She Ensures continuous monitoring and analysis of national WaSH-Shelter policies, protocols, and assistance programs from key sector actors. · He/She Provides timely updates to the line manager, coordination team, and project teams on emerging sector policies and guidelines at the national and PUI levels. · He/She Monitors evolving humanitarian, climate-related needs in the intervention field, collaborating with project teams and utilizing information from relevant coordination groups and resources. · He/She Conducts needs assessments (with his/her team) based on sectoral analysis and provide recommendations to the line manager for further action. · He/She Participates in the identification of needs, integrating climate-resilient WaSH-Shelter-MHPSS activities in collaboration with project and MEAL teams. · He/She Contributes to defining terms of reference and conduct multisectoral needs assessments, analyzing results to inform the intervention strategy. · He/She Collaborates with the technical coordinators to develop the mission’s operational strategy, aligning with related sectors. · He/She Facilitates/actively participates in the annual strategy workshops with the mission’s team, providing recommendations for his/her department. · He/She Suggests new interventions in line with PUI’s intervention framework and promote an integrated multisectoral approach based on needs analysis and mission strategy. · He/She Actively participates in the design of new projects, ensuring technical relevance, proposing project proposals for the WaSH-Shelter-MHPSS component, and providing input on budget, human resources, logistics, and timeframe requirements. |
2. ENSURE THE MANAGEMENT AND SUPERVISION OF PROJECT TEAM
· He/She provides functional technical support to the project officers (Rehabilitation/MHPSS, Health) in terms of project implementation. · He/She sets up technical coordination mechanisms and organizes technical supervision of the project’s team. · He/She familiarizes himself/herself with the Internal Rules and Procedures of PUI for the mission and ensures that · they are known and respected by the teams. · He/She ensures the hiring process of project staff, as well as in any decision related to the termination of · employment contracts of local project staff, in coordination with Administrator and the Field Coordinator. · He/She assumes or delegate’s responsibility for the integration of new project-level staff, ensuring the project · context, relevant tools and PUI policies are well understood. · He/She guides the work of the project teams, tracks the realization of their objectives, and leads the PUI midterm and final staff evaluations. · He/She ensures that each PUI staff is subject to a written evaluation at least once per contract period and per · year, and at a minimum before leaving the organization. · He/She ensures compliance with the Internal Rules of Procedure of PUI on the site and ensures any disciplinary · measure in case of non-respect in collaboration with Administrator and the Field Coordinator. · He/She identifies needs and completes training programs for the teams’ members (capacity building, action plan, · organizational support, methodology and technical support …). · He/She ensures technical supervision with the support of the Field Coordinator and technical coordinators for the management of the project staff and provides feedback/advice/guidance to improve the practices. |
3. ENSURE THE EXTERNAL REPRESENTATION AND SECTORAL COORDINATION OF PUI FOR THE SHELTER AND WASH SECTOR
· If delegated by the Field Coordinator, s/he represents PUI to the national authorities, key humanitarian and development actors (INGOs/LNGOs/CSOs) and donors, and ensures that good relationships are maintained with each of them in line with PUI’s principles. · S/he actively participates in coordination meetings at PUI, and field levels. · In the event of a donor visit, s/he plays an active role in preparing and managing the visit. · S/he participates in the drafting, validates and transmits the internal reports / Sitrep on his/her technical field to his/her line manager. S/he ensures the follow-up and analysis of the project’s activity reports. · S/he participates in the drafting, validates and transmits the projects’ technical parts of external reports to his/her line manager, respecting timeframe and external contractual deadlines (donor reports). · S/he collaborates with the different departments and technical sectors of the coordination team and ensures an efficient flow of information between his/her team and the other technical departments for a better implementation of the integrated approach. |
4. ENSURE LOGISTICAL AND ADMINISTRATIVE MONITORING OF INFRA/ WASH PROGRAMMES
· He/She ensures with his/her teams that the logistical needs for project’s activities are met, according to minimum standards and PUI’s recommendations. · He/She ensures that orders for materials and items are in line with Infra/ WaSH/Shelter activities requirements and local constraints (country certification, quality monitoring, etc.) while respecting the PUI’s supply procedures. · He/She contributes to analyzing bids made by suppliers for purchases with stringent technical specifications. · He/She communicate to logistics for fleet needs, logistical components of the projects (delivery, distribution, on site storage) on a weekly basis · He/She ensures the provision of adequate means necessary to implement properly the project in line with the available budget. · He/she takes into account the time and logistical constraints of the mission, as well as the purchasing rules specific to the programs, in order to ensure that his/her requests are realistic in light of procurement timelines. · He/She communicates with logistics team on a weekly basis his/her needs related to vehicles and communication equipment for the implementation of the project. · He/She ensures that logistical, administrative and financial procedures linked to project implementation are established and alerts his/her superiors if gaps are observed in order that corrective actions may be taken. · He/she ensures the budget management of the project in accordance with the PUI and donors’ guidelines and project workplan. · He/She participates in budget follow-up meetings, monitors the efficiency in the implementation of the projects (adequacy between means and resources allocated) and informs this superior in case of gap. · He/She ensures that HR documents (attendance sheet, leave request, etc) are communicated to the administrative department on time. |
5. ENSURE SECURITY OF PEOPLE AND GOODS
· He/She ensures that the safety plan is known by the team falling under his/her responsibility, and that all safety rules are respected by the staff, especially on the field. · He/She contributes to data collection on safety issues in his/her field of operations and disseminates them to the Field Coordinator regularly or on an ad-hoc basis if urgent. · He/She ensures that members of his/her team and daily paid workers as the case may be, are provided with safety gear adapted to their activities (for example: 1st aid kits, PEP kits, gloves, safety shoes, etc.)
6. OTHER DUTIES
• He/She must possess a valid driving license and be willing and able to drive PUI vehicles for work-related purposes, particularly if the PUI driver is not available. • He/She must be willing to regularly travel for work purpose between Baghdad governorate and Southern Governorates of Iraq. • Other duties as assigned by the line manager. |
