Background Information

The African Union Institute for Statistics known as STATAFRIC was created in January 2013 by the African Union Summit of Heads of States and Government held in Addis Ababa, Ethiopia. It has its headquarters in Tunis, Tunisia. Its strategic vision is to be the Centre of Reference for the production of quality statistics on Africa. Its mission is to provide comparable, reliable, and updated statistics at the opportune time, and to regularly support the African integration program based on proofs of decisions in order to fully realize the vision of the African Union.

National accounts is one of the areas where STATAFRIC provide training and support AU Member States. STATAFRIC organize several national accounts workshops during the year on different topics, including NADABAS as part of the implementation of the Revised Strategy for the Harmonization of Statistics in Africa (SHaSA 2).

NADABAS (National Accounts Database System) is a free, Excel-based software for compiling national accounts. NADABAS was developed through a joint Scandinavian project in Mozambique in 2004. Since then, the system has been adopted in several countries, including Lesotho, Kenya, Eswatini, Namibia and Botswana. More information about NADABAS can be found here: www.nadabas.net.

In 2019, a NADABAS network was established to support current and future users of NADABAS with the aim to improve national accounts. The network aims to develop competence on national accounts and NADABAS through regional cooperation and sharing experience across countries. STATAFRIC has together with Statistics Sweden and Statistics Norway, taken a lead role in developing the NADABAS network and building capacity on the use of NADABAS for compilation of national accounts for AU Member states. As part of this effort STATAFRIC and Statistics Norway (SSB) have agreed to recruit one full time consultant on NADABAS that will be working at STATAFRIC, financed by Statistics Norway/Norad.

Job Purpose

The key task for the Consultant will be to provide training and build capacity on national accounts and NADABAS for AU Member States and RECs, both through bilateral TA support and regional training workshops. This will include knowledge of how to set up the NADABAS system and how to use it for the compilation of national accounts as well as increased knowledge on national accounts in general.

The Consultants will be required to provide analysis and technical support in the implementation and deployment/installation of the NADABAS, to transfer skills for attending to problems occurring when using NADABAS and others back-up mechanisms. The Consultant will also support NSOs to set up NADABAS so it is run in a secure and stable environment.

The Consultant will be based at STATAFRIC’s office in Tunis, but some travel is expected. The Consultant will be supporting the organization and contributing to regional NADABAS workshops together with other experts from the NADABAS network, as well as providing training and support to a few AU Member States. NSOs in AU Member States who are interested in learning to use NADABAS, improve their skills or need help to set up the system can request support from STATAFRIC.

The project can accommodate up to several countries in regional trainings. In addition, a small number of AU Member States could receive more in-depth support throughout the first year of the project. If the project is successful, and more AU Member States want to participate, the project could expand into a second phase based on NORAD’s consideration on mutual agreement with STATAFRIC.

For the project, Statistics Norway seeks the services of an individual consultant that will be seconded to STATAFRIC based on the following terms of reference:

Main Duties and Responsibilities

  • Undertake capacity building in AU Member States on NADABAS and national accounts (Implementation of 2008 SNA).
  • Conduct fact-checking exercise with countries implementing NADABAS for their national accounts on update of data and good use of Nadabas tool.
  • Support the organisation and contribute to regional NADABAS workshops and meetings together with other NADABAS experts.
  • Support selected AU Member States with transferring their national accounts system into the NADABAS.
  • Take part in building a professional NADABAS network with STATAFRIC, NSOs and other relevant partners.
  • Develop training material for using NADABAS and for improving national accounts.
  • Contribute to the development of the NADABAS guidelines.
  • Assess and provide advice on national accounts issues.
  • Provide technical support for the organisation of African Group on National Account (AGNA).
  • Give presentation on NADABAS to relevant platforms, including conferences, meeting (for example the AGNA, IAOS).
  • Review national accounts system in selected AU Member States and provide advice on improvements.
  • Undertake dissemination of results of this work on the NADABAS website and STATAFRIC website.
  • Perform other duties as may be required.

Required Skills and Experience

  • Qualifications and Experiences Required:

    • Minimum of a Bachelor’s Degree is required, Master’s Degree desired, in Statistics, Economics, Information technology, or related field.
    • Minimum 7 years of experience in compilation of national accounts (minimum 10 years for Bachelor’s Degree).
    • Proven track record in the use of NADABAS and how to build a national accounts system in NADABAS (using DB-Links).
    • Experience in providing training and good knowledge of African Statistical System (AfSS) would be an advantage.
    • Extensive experience working with the NADABAS software, knowledge in building national accounts systems, and experience working with AU Member States may replace post graduate qualifications and years of experience.

  • Languages:

    • Proficiency in the mission language English. Knowledge of other working languages would be an added advantage (Arabic, French and Portuguese).

Tenure of Appointment

The appointment shall be for an Initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.

Remuneration

The salary attached to the position is at P3 Step 5 inclusive of all allowances for internationally recruited staff. The actual amount paid may vary depending on the fluctuations in exchange rates.
