Description of the Assignment:  UNDP is seeking a national consultant to conduct an endline study to collect and analyze data, insights, and feedback, particularly from project target communities to assess the project’s performance against the set indicators outlined in the Preventing Climate-Induced Conflicts Through Empowered Women Leadership (“GYPI Highlands project”) Project Results Framework (PRF).

The endline study report will inform the project outcome level, and output level progress, providing the comparison between current data and baseline data collected at the beginning of the project, including validated data of set indicators resulted from Focus Group Discussions in target communities. The data collected through endline study will allow for transparent communication of project results and will serve as evidence for reporting to project stakeholders, donors, partners, and future interventions. 

Scope of Work

The endline study will focus on key institutions engaged throughout the project implementation timeframe, including community stakeholders, provincial and sub-provincial government, non-government organizations, development partners, faith-based and civil society organizations working in the Hela and Southern Highlands provinces. The Consultant is expected to conduct the fieldwork for the endline study in Hela and Southern Highlands provinces. The consultant is expected to work 40 days in the period from 13 November to 31 December 2023.

In addition, the consultant is expected to adopt an endline methodology and approach that includes the following key activities:

i) Desk Review

      Collect and analyze available secondary data related to project outcomes and objectives, including relevant project documents such as Country Programme Document (CPD), Project Document (ProDoc), Project Baseline Study Report, Climate Risk Assessment Report, Gender Action Plan, Project Monitoring Matrices, Project Reports to UNDP CO and donor, the Highlands Joint Programme’s mid-term review report, Community Peace Development Plans (CPDP), Monitoring Reports, etc.

      Collect and analyze available secondary data related to national and sub-national government policies and frameworks addressing gender equality and women empowerment, climate change adaptation, disaster risk reduction, and peacebuilding with particular focus on the Highlands region.

ii) Methodology and fieldwork

      Develop a detailed and participatory endline methodology that aligns with the project’s Theory of Change, objectives, and indicators in close consultation with the project team and joint partner.

      The methodology should include a combination of qualitative methods (such as key informant interviews, focus group discussions, case studies, and observation) and quantitative methods (such as individual and community surveys or statistical analysis) to ensure a comprehensive evidence-based understanding of the project outcomes.

      Design participatory tools for primary data collection through key informant interviews and focus group discussions considering ethical standards for working with fragile populations, including women, men, boys, and girls, representatives from provincial and sub provincial governments, and from development partners, faith-based and civil society organizations.

iii) Analysis & Reporting

      Analyze and interpret primary and secondary collected data to develop a comprehensive endline study report to inform the project outcome and output levels in achieving change framed within the Theory of Change, providing the comparison between emerging findings data and baseline data collected at the beginning of the project, including validated data of set indicators resulted from initial Focus Group Discussions conducted in target communities.

      The draft endline study report will be circulated for validation and feedback by relevant partners and stakeholders, including the project joint partner prior finalization. Depending on the study timeframe, this process may also include a joint validation process involving key stakeholders. The inputs from this validation process will contribute to finalize the endline study report.

Deliverables

Under the direct supervision of Project Manager, the Consultant will deliver the following:

·   An inception report which responds to the scope of work including the results of the desk review within the climate-gender-conflict nexus, a detailed methodology and work plan, including fieldwork plan.

·   A final endline report incorporating feedback from project team and joint partner.
