National Consultancy: Immunization Consultant, Home Based, 80 working days

UNICEF Lebanon Country Office is looking for a dynamic person to support UNICEF and MoPH in systematically building the capacity of the human resources engaged in managing and administering vaccines procured with support from Gavi. This will be done by using technology-based solutions for regular capacity building and onboarding training to reduce cost and time for regular capacity building within resource-constrained settings.

How can you make a difference?

The purpose of this assignment is to support UNICEF and MoPH in systematically building the capacity of the human resources engaged in managing and administering vaccines procured with support from Gavi. This will be done by using technology-based solutions for regular capacity building and onboarding training to reduce cost and time for regular capacity building within resource-constrained settings.

Summary of key functions/accountabilities:

UNICEF will provide Technical Assistance through the consultancy to undertake the following activities during the proposed period:

i. Compile all guidelines, policies and documents issued by MoPH related to national immunization program.

ii. Develop a national operation handbook to ensure clear and uniform operational guidance on various aspects of

immunization program aligned with the global guidelines.

iii. Develop detailed sections on vaccine management, cold chain management, vaccine administration, waste management, recording and reporting etc.

iv. Conduct stakeholder consultation to review and finalize the national operational handbook for immunization program.

v. Develop individualized training content based on self-learning modules and adult learning principles.

vi. Finalize the national self -learning tool for any new staff joining the immunization program, this e-module should be targeted to private physicians, nurse vaccinators, community health workers, vaccine store managers, EPI focal points at district levels, and program managers.

vii. Develop a wireframe for the training modules to make it ready for digital creation.

viii. Develop a supervisory checklist for immunization program at all levels (PHCCs, dispensaries, district office….)

that is aligned with the operational guidelines.

ix. Collaborate with MoPH IT Team to develop content in format that can be readily converted to digital app development.

x. Test these creative modules with relevant stakeholders.

xi. Support MoPH to create a policy guidance in ensuring mandatory completion and certification of any staff involved under immunization program.

xii. Provide the ready to develop material for digital app development.

All content developed during the consultancy will be the sole property of UNICEF and the consultant will have no rights on the content or the product developed from the content. UNICEF will be sharing the contents with MoPH for adoption and final incorporation of national program.

  • Conduct a stakeholder workshop (to be organized by UNICEF) to share the draft national operational handbook and compile feedback to support MoPH in finalizing the handbook.

Self-learning training
course developed for
all key stakeholders of immunization in
Lebanon
  • Based on the operational guidelines, develop a standardized package of PPT training material for key persons implementing the expanded. immunization program in Lebanon
  • Based on the operational guidelines, create a self-learning training course for each stakeholder i.e., private physicians, nurse vaccinators, community health workers, vaccine store managers, EPI focal points at district levels, and program managers.
  • Design the course into an interactive module using adult learning principles, focusing on knowledge awareness and augmentation of key skills required for the delivery of immunization services as per audience.
  • Develop page by page content for digitalization of the training course to make it highly interactive and entertaining by using photos, videos, diagram, flow charts etc.
  • Add pre-test, post-test, quick reference, re-cap after a session to improve retention.
  • Incorporate a scoring criterion and a minimum qualifying score to generate a certificate of completion.
  • Collaborate with MoPH IT team to incorporate the needed details related to skip pattern, page navigation, and other details required for converting the content into a digital application.
  • Provide a complete wireframe of the course for digital app development.
  • Support MoPH with a draft policy guideline to ensure that each newly joined staff under immunization program undergoes self-orientation training on the digital app and secure a completion certificate before undertaking the new role. For professionals already in the system, every individual needs to conduct a
    refresher course after a fixed duration of services (‘x’ years).
  • Provide the ready-to-develop material for digital app development.

Support MoPH in
developing a
supervisory checklist
for immunization
program at all aspects
  • Create a structured checklist for monitoring of immunization program by self-assessment by vaccinator nurse and EPI focal point and a monitoring checklist for program managers visiting a Health Facility with immunization services (PHCC or Dispensary), vaccine store at national, regional and Qadaa level, and for monitoring of an outreach vaccination program.
  • The checklist also needs to be made into a page-by-page module ready for digital tool development. Develop a data analysis module to create a dashboard from the monitoring checklist, creating rules and interpretation of data collected through monitoring, and an action-oriented output for MoPH to focus on individual health facilities.

To qualify as an advocate for every child you will have…

Education: An advanced university degree (Master’s) in public health or any relevant field is a must.

Experience:

  • A minimum of five years of experience in public health programs, policy and guidelines development, training course development, immunization, or other public health program.
  • A solid understanding of immunization program in Lebanon (guidelines, SOPs..).
  • Experience in developing immunization training material and reports.
  • Skilled in utilizing Microsoft Office tools, with a specific focus on Excel, power point.
  • Excellent written and verbal communication skills.
  • Experience with processing large amount of information and synthesizing it.
  • Ability to work in a team and in a diverse work environment.
  • Knowledge of United Nations – particularly UNICEF – processes and work streams is an asset.

Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
