UNICEF Lebanon Country Office is looking for a dynamic person to support UNICEF and MoPH in systematically building the capacity of the human resources engaged in managing and administering vaccines procured with support from Gavi. This will be done by using technology-based solutions for regular capacity building and onboarding training to reduce cost and time for regular capacity building within resource-constrained settings.

How can you make a difference?
The purpose of this assignment is to support UNICEF and MoPH in systematically building the capacity of the human resources engaged in managing and administering vaccines procured with support from Gavi. This will be done by using technology-based solutions for regular capacity building and onboarding training to reduce cost and time for regular capacity building within resource-constrained settings.
Summary of key functions/accountabilities:
UNICEF will provide Technical Assistance through the consultancy to undertake the following activities during the proposed period:
i. Compile all guidelines, policies and documents issued by MoPH related to national immunization program.
ii. Develop a national operation handbook to ensure clear and uniform operational guidance on various aspects of
immunization program aligned with the global guidelines.
iii. Develop detailed sections on vaccine management, cold chain management, vaccine administration, waste management, recording and reporting etc.
iv. Conduct stakeholder consultation to review and finalize the national operational handbook for immunization program.
v. Develop individualized training content based on self-learning modules and adult learning principles.
vi. Finalize the national self -learning tool for any new staff joining the immunization program, this e-module should be targeted to private physicians, nurse vaccinators, community health workers, vaccine store managers, EPI focal points at district levels, and program managers.
vii. Develop a wireframe for the training modules to make it ready for digital creation.
viii. Develop a supervisory checklist for immunization program at all levels (PHCCs, dispensaries, district office….)
that is aligned with the operational guidelines.
ix. Collaborate with MoPH IT Team to develop content in format that can be readily converted to digital app development.
x. Test these creative modules with relevant stakeholders.
xi. Support MoPH to create a policy guidance in ensuring mandatory completion and certification of any staff involved under immunization program.
xii. Provide the ready to develop material for digital app development.
All content developed during the consultancy will be the sole property of UNICEF and the consultant will have no rights on the content or the product developed from the content. UNICEF will be sharing the contents with MoPH for adoption and final incorporation of national program.

UNICEF appointments are subject to medical clearance. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
