In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately.  Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference? 

UNICEF Yemen is seeking a dedicated, highly skilled, and experienced National Social & Economic Consultant to provide professional technical assistance and support to the Ministry of Planning in a way that contributes to achieving Social Policy (SP) RWP for 2024 as per the tasks detailed in this document.

Purpose of the Consultant’s Assignment:

The main purpose of this exercise is to continue supporting Ministry of Planning preparing and publishing a monthly Yemen Socio-Economic Update (Jan 2023- Jan 2024) and in-depth analytical papers to inform decision-making and programming for children and their families in Yemen.

You will also work the following specific objectives:

  • Collect and analyses the most recent data on the socio-economic situation in the country and understand its impact on child wellbeing and development in Yemen.
  • Draft, finalize and publish bi-monthly YSEU (as per the agreed list of topics for the period of this contract), in consultation and collaboration with Ministry of Planning (both south and north), UNICEF, and other technical experts.
  • Provide technical assistance to the Ministry of Planning on policies and programme aimed at improving child wellbeing and development in Yemen.
  • Prepare in-depth analytical papers on certain issues related to children based on 2023 MICS results to inform UNICEF programming and decision making.
  • Provide technical support to UNICEF work on Multidimensional Poverty Analysis and on public finance for children (PF4C).

To qualify as an advocate for every child you will have…

Education: 

A master’s degree in economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.

Experience:

** Minimum of five years of professional working experience in social economic monitoring and analysis is required.

** Developing country work experience and/or familiarity with emergency is considered a strong asset.

** Strong understanding of the social economic context in Yemen.

** Excellent communication skills

Language:

Fluency in English & Arabic is required. Knowledge of another UN language is an asset.

Remarks:  

  • Only shortlisted candidates will be contacted and advance to the next stage of the selection process.
  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
  • The selected candidate is solely responsible for ensuring that the visa (If applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programmme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
  • Candidates are required to provide an all-inclusive fee proposal as part of their application. The fees proposal to be based on deliverables rather than on the number of days. It is better to attach a table which shall include fees for the deliverables, DSA, travel cost (if applicable)
  • Candidates are required to provide a technical proposal as part of their application.
  • For this consultancy, the consultant is expected to work from home for the first three months and remaining three months will be from the duty station.
