With only 25% of households in Ghana accessing basic sanitation and close to 57% using shared or public facilities, the country is off track in meeting Sustainable Development Goal (SDG) target 6.2 to deliver sanitation for all by 2030. Ghana would need some US$ 3.5 billion in capital investments by 2030 to achieve universal access. Public financing in sanitation is less than 10% of what is required, whilst households are by far the biggest investors in sanitation. A key barrier to household sanitation financing is high borrowing interest rates, and high credit benchmarks requiring multi-year audited accounts for business. GOG – UNICEF has successfully rolled out the revolving fund concept to support household toilet construction in both rural and urban areas  of Ghana with encouraging results. Ghana now seeks to  scale up the sanitation revolving fund concept to a national level to enhance access to basic sanitation.

How can you make a difference?

The assignment will focus on building an economic and financial justification to support the investment case for Ghana Sanitation by undertaking the following tasks:
o Inception meeting to outline the key activities and a methodology and tools for the data collection and analysis and how the Consultant intend to work with key stakeholders (MoF/MSWR/, UNICEF, CONIWAS, etc.), in undertaking and completing the assignment.
o Undertake a desk review of relevant studies, surveys, evaluations, and reviews in relation to WASH sector financing, especially for sanitation and carryout key informant interviews to collect required information and data. Also review relevant sector policies, strategies and legal frameworks including economic and financial regulatory provisions in Ghana to identify the limitations and mitigation measures.
o Undertake economic and financial analysis for investing in sanitation clearly establishing the economic relational of investing in sanitation in comparison to many other competing priorities for the public purse meet the need of including the economic loss of inaction, and de-risking and incentivizing Ministry of Finance to mobilise investments in sanitation.
o Work with UNICEF and GoG colleagues to develop a set of scenarios and design options to nation-wide scale-up of the Ghana Sanitation Fund (GSF).
o Present the analysis and key findings and validate the recommendations with key partners (MoF, MSWR, UNICEF, CONIWAS) and other key stakeholders in the sector.
o Finalize the investment case, clearly articulating the opportunities for public and private sector investments in sanitation and through the blended financing scheme, the GSF.

To qualify as an advocate for every child you will have… 

  • A Master’s Degree in economics, finance, social sciences, law, political science, and public policy.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  •  
     Excellent understanding of the financial/ banking system in Ghana and Public Finance Management, covering budget preparation and budgetary processes, prioritization and costing and closer linkages between budget and policy, costing and standard costs for financial/ economic and social services.
     Previous experience in similar areas will be an advantage.
  • Knowledge/Expertise/Skills required

    • At least 8 years advance knowledge and experience in economic analysis, costing, budgeting and public financing.
    • Very good knowledge and understanding of social development sector of Ghana (particularly health and WASH sectors) with demonstrated experience in conducting similar or related studies and research.
    • excellent organizational skills and be able to cope with various feedback from several stakeholders; ability to cooperate with UNICEF’s programme specialists.
    • Strong analytical and conceptual thinking and proven experience in data analysis and report writing.

    Language/communication/others

    • Proficient in written and oral communication in English
    • Previous experience in similar areas will be an advantage.
    • Availability for work within the proposed time frame.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
