Purpose of consultancy
Developing a Standard Operating Procedures for the Prevention and Responding to Sexual Abuse and Exploitation (SEA)
The United Nations system and its Special Coordination Office for the Prevention of Sexual Exploitation and Abuse have issued special provisions aimed at preventing sexual exploitation and abuse within UN agencies and for implementing partners of these agencies through ST/SGB/2003/13 “Special measures for protection from sexual exploitation and sexual abuse” [1]. In addition to the definitions of sexual exploitation and abuse, this provision defines the scope of application and the procedures for cooperation agreements with implementing partners, consultants, and suppliers.
In this context, the UN PSEA task Force supported by World Health Organization office in Tunisia is recruiting a consultant to develop a Standard Operating Procedures for the Prevention and Responding to Sexual Abuse and Exploitation for UN agencies in Tunisia.
Overall objectives:
The establishment of effective, safe, confidential, transparent, and accessible community mechanisms for receiving and processing allegations of SEA at the level of different organizations.
Guide relevant actors on the procedures to be followed for reporting, processing complaints, and referrals between agencies and member organizations.
Develop an inter-organizational reporting mechanism that aims to facilitate and improve the implementation of the inter-organizational code of conduct as well as the policies and ethical standards specific to each UN organization.
The mechanisms must be implemented in accordance with the inter-organizational standard operating procedures on PEAS within a comprehensive framework for the prevention and response to problems of sexual abuse and exploitation, gender-based violence, violence, neglect, and exploitation.
The selected consultant is requested to start with a review of the WHO policy and strategy for Prevention of Sexual Exploitation, Abuse, and Harassment (PRSEAH) and consultation with other partners, and to review WHO documents about SEAH risk assessment, victims/survivors approach tools, and checklists. Output 1:
Standard Operating Procedures for the Prevention and Responding to Sexual Abuse and Exploitation (SEA).
Deliverable 1: Methodological Note: Clearly define the goals and scope of the SOPs, including their purpose in the context of Prevention of Sexual Exploitation and Abuse (PSEA) and the approach to conducting the required work.
Deliverable 2: Draft SOPs for Validation by the UN Task Force: Compile and draft the Standard Operating Procedures (SOPs) based on the Methodological Note approach, encompassing the definition of responsibilities for Prevention of Sexual Exploitation and Abuse (PSEA), procedures for receiving and reporting complaints, implementation of a monitoring database, case handling including mapping of support services, and victim assistance, followed by a review and incorporation of feedback from the UN Task Force to finalize the SOPs.
Deliverable 3: Final SOPs: Finalized version of the Standard Operating Procedures approved by the UN Task Force with a Communication plan/ procedures ready for implementation and dissemination to relevant stakeholders.
Essential: An advanced university degree (master’s level or higher) in one of the following fields: international development, human rights, psychology, political science, international law, or any other relevant field
Desirable:
Have experience in the field of protection against sexual exploitation and abuse, accountability to affected populations (AAP), child protection, gender-based violence, and victim assistance.
Ability to establish a common strategy for PSEA training, reporting, and awareness-raising.
Essential:
Fluency in French and English is required.
Arabic: native language.
Tunisia Country Office.
No travel is expected
