Introduction : UNDP Bhutan seek proposals from the eligible and qualified national consultants for the consulting opportunity for the Analysis and need assessment for advancing Disaster Data Architecture for Climate – Iduced Loss and Damage (Bhutan ADDA). The brief scope of the assignment is as follows and are encouraged to go through the attached Terms of Reference in details The scope of the assignment will be as described below: - Review, document and analyze records of disasters and existing disasters related databases in Bhutan.
- Review global, regional and UNDP’s support in numerous countries in establishing national disaster loss and damage databases system at different levels.
- Review data governance, management and operating procedures including reporting system and platforms.
- Identifying potential gaps, barriers, limitations and needs to implement data-driven decision making in the country.
- Identifying opportunities and entry points to strengthen data governance
The national consultant will be supported with the overall guidance and technical inputs from the international expert and will work closely with UNDP Bhutan and the Royal Government of Bhutan (RGoB).
