National Consultant Baseline Study Indonesia Earthquake Readiness Project Phase II

Purpose: The purpose of the baseline study is to measure the current community knowledge, attitude, and practice regarding understanding about earthquakes, government regulations and programs related to earthquake, earthquake risk, and preparedness at target communities (individual and family) and to measure initial status of project indicators based on Monitoring & Evaluation Plan

Background: The Indonesia Earthquake Readiness II Project (EQR II) builds on lessons learned from the previous EQR Phase I project, which concluded successfully in 2021. The goal of the EQR II Project is to increase public awareness and demand for the adoption of earthquake-resilient retrofitting and adherence to building code standards while building local disaster preparedness capacities among at-risk populations and within Indonesia’s primary disaster response service provider, Palang Merah Indonesia (PMI). Specifically, the American Red Cross (AmRC) and project partners will develop prototype designs to be used by building owners when applying for Persetujuan Bangunan Gedung (PBG), or Building Permit Approval, to reduce the barriers and costs of pursuing retrofitting of existing buildings. Additionally, the project will support the new government policy through the provision of free technical and consultative services regarding the PBG application process. Assisted by a team of community volunteers, the project will promote PBG in the target areas through door-to-door outreach, focus group discussions, and through various media channels such as radio, television and social media. Also, the National Agency for Disaster Management (BNPB) application “inaRisk Personal” has been innovative in leveraging technology to improve access to disaster risk information for the public, it will be further optimized to improve access to resilient housing with the addition of a self-assessment feature for housing structures, developed by Build Change.

Project Goal: The proposed project goal is to reduce exposure and vulnerability to injury, death and housing-related losses due to natural hazards in high-risk urban communities in Indonesia.

Baseline Study Objective: The objective includes (1) measuring the current community knowledge, attitude, and practice regarding understanding about earthquakes, government regulations and programs related to earthquake, earthquake risk, and preparedness at target communities (individual and family); (2) measuring the initial status of project indicators based on Monitoring & Evaluation Plan; and (3) capturing the recent situation of community practices on regarding understanding about earthquakes, government regulations and programs related to earthquake, earthquake risk, and preparedness at target communities (individual and family).

Project Location: The EQR II project interventions will be implemented in three existing neighborhoods from EQR Phase I (Kelurahan Mojopanggung, Kelurahan Taman Baru in Banyuwangi Regency and Kelurahan Baros in Sukabumi City) with one additional neighborhood in Sukabumi (West Java) and 2 additional neighborhoods in Banyuwangi (East Java). The three new neighborhoods will be identified and selected through in-depth assessment based on risk criteria developed in consultation with PMI and local authorities to ensure the project is targeting the most vulnerable communities.

Methodology: The study will utilize mixed method(s), applying both quantitative and qualitative approaches, adapted to the local context. The quantitative data collection will include a household and student-level survey using probability-systematic (random) sampling with at least 95% confidence level. The sampling methodology should meet basic sampling parameters to ensure adequate representation from each area. On the other hand, qualitative data collection will be applied to seek the opinions of different groups and stakeholders in the communities through Key Informant Interviews (KII) and Focus Group Discussion (FGD).

Consultant Qualification: The required qualifications and experience are as follows:

  • Five to seven years of experience conducting and leading survey research and assessments, both quantitative and qualitative with international organizations (NGOs, UN, and other humanitarian agencies). Experience conducting studies for USAID-funded projects will be more desirable.
  • Postgraduate degree, from a recognized institution, in social research, particularly qualitative studies, or monitoring & evaluation.
  • Experience with work in DRR, DRR related to community-based and policy advocacy will be more desirable.
  • Experience in Monitoring and Evaluation (preferably M&E in DRR sectors).
  • Excellent knowledge and skills in quantitative research methodology, including data collection design, analysis, providing training for enumerators, and using mobile data collection tools.
  • Excellent knowledge and skills in qualitative research methodology including data analysis techniques with Excel or other software such as NVivo; Atlas Ti, and managing data collection or facilitation of the qualitative study.
  • Excellent communication skills for training and facilitation, and leadership to manage and coordinate a team of data collectors/facilitators (working knowledge of local dialects is an added advantage).
  • Excellent report writing skill both in English and Indonesian language.
  • Ability to work independently, ability to juggle and coordinate various tasks simultaneously, ability to prioritize tasks, well organized, reliable and trustworthy.

How to apply

Application Procedures: The application proposal should not exceed 10 pages, and should use the following outline:

  • Consultant experience (with detailed CVs attached)
  • Methods: Assessment objectives, methodology, sample design-calculation-selection, and an analysis plan.
  • Work plan: The proposal should clearly describe all relevant activities to be conducted, including preparatory work, training, sampling and data collection work, data entry, data processing and analysis, results and report writing. The timeline and person(s) responsible for each activity needs to be clearly mentioned.
  • Field team: If there is more than one consultant on the proposed team, please provide the number of persons needed for data collection and other proposed activities.
  • Training: The consultant will be responsible for training of data collectors/facilitators and the proposal should include information on relevant prior experience on conducting trainings. Describe how the training will be done, the topics covered, expected duration and logistic and administrative support needed from the project team.
  • Quality control and ethics: Provide a section detailing the mechanisms to ensure data quality by clearly specifying steps for data validation.
  • Data entry and processing plan: This section should clearly describe preparation and mechanism for data entry, validation checks and data processing activities.
  • Data analysis: Provide details on the analyses that will be carried out, and on the person(s) responsible for data analysis (including prior experiences).
  • Progress updates: This section should clearly indicate the mechanism that would be used to communicate with the project team and relevant officials to provide regular updates on overall work plan progress including about proposed field activities, coverage rate, data entry status, etc.
  • Proposed Budget: A breakdown of all associated costs for the assessments should be provided in USD. The consultant is requested to provide 2 proposed budgets: one for the package that includes on-site in-depth interviews for the assessments, and another one for the package that includes remote phone-based interviews (assisted by local Red Cross volunteers in communities) for the assessments.
  • Professional references: Provide three references from your previous clients.
  • Writing Sample: Provide one sample of a recent assessment (or related work) completed for another client where you are the lead author and principal researcher.
