National Consultant: Communication Consultant Individuals (Videography & Photography) under ILO Employment Intensive Investment Program (EIIP) in Jordan

  1. INTRODUCTION

The BMZ (through KfW)-funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then, the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large-scale employment following the principles of decent work.

Jordan, through its Compact presented at the February 2016 London Conference “Supporting Syria and the Region” has now pledged to deliver up to 200,000 working permits to Syrian refugees.

It is envisaged that investments and expanded trade in Jordan resulting from the London Conference will create jobs in the long term, and it is of crucial importance to allow for both Syrian refugees and vulnerable Jordanians to secure decent livelihoods in the meantime. To this end, the programme “Employment Intensive investment Programme in Jordan” was introduced through the funding by the Government of Germany through the German Development Bank, KfW. It aims to support the Government of Jordon in creating immediate jobs through the Employment Intensive Investment Programme (EIIP) approach for both Syrian women and men refugees and members of their host communities, through increased employment while also improving local infrastructures.

The programme in its sixth phase with key objective of the EIIP is to create short-term job opportunities that enable both refugees and vulnerable host communities to earn their own incomes, thus easing peoples’ financial stress.

  1. OBJECTIVE OF THE ASSIGNMENT, TASKS AND DELIVERABLES

The main objective of the assignment is to support in enhancing effective communication of programme objectives, process, results and impacts to national and international stakeholders.

In collaboration with ILO EIIP team, local authorities, technical agencies, Government partners, local communities, beneficiaries, the communication consultant will deliver 8 videos as below:

  1. Scope of Work
  2. Video Production
  3. Plan, shoot, and edit short documentary-style videos, promotional videos, and interviews.
  4. Develop storyboards and scripts in collaboration with the communications team.
  5. Ensure all video content aligns with the organization’s branding and messaging guidelines.
  6. Photography
  7. Capture high-resolution photographs of events, field activities, and other relevant subjects.
  8. Provide edited, high-quality images for use in reports, social media, websites, and other publications.
  9. Content Strategy
  10. Collaborate with the communications team to develop a content calendar.
  11. Advise on best practices for visual storytelling and content distribution.

  1. Payment And Reporting Schedule

Payments will be made as per the deliverables below and upon the satisfaction of the ILO:

First Payment: Upon finalising 4 videos and conducting 10 Photography days.

Second Payment: Upon finalising 4 videos and conducting 10 Photography days.

Third Payment: Upon finalising 4 videos and conducting 10 Photography days.

Fourth Payment: Upon finalising 4 videos and conducting 10 Photography days.

Total : 16 videos and 40 Working days .

  1. REPORTING LINES

The communication of EIIP is being delivered by an ILO Senior Communication Official based in project team in Amman, Jordan, with support from the ROAS communication team at Beirut and HQ.

The Communication consultant will take charge of their respective work activities under the overall guidance of the Chief Technical Advisor and under supervision of the Senior Officer- M&E, Communication and Community Development.

  1. REQUIRED QUALIFICATIONS
  2. University degree in communication or relevant field.
  3. At least 3 years of professional experience in the field of communications and brand management with proven experience in strategic communications, content writing and content editing.
  4. Excellent record of accomplishment in implementing strategic communication, including engaging with national and international media and designing and executing advocacy campaigns.
  5. Good knowledge of communication and/or information management principles and concepts.
  6. Knowledge of multimedia to develop a range of communication and information products.
  7. Knowledge of social media platforms.
  8. Knowledge of the working practices of the national media.
  9. Experience of working in the United Nations (UN) communications is desirable.
  10. Languages

Fluent in both English and Arabic is required.

  1. Competencies

Good understanding of effective communication in development and ability to interpret project process, results, and impacts information to identify and analyse the best means of communication to project audiences.

  • Ability to work independently with a clear focus on reaching defined outputs in a timely manner as agreed in contract documents and work plans.
  • Ability to establish priorities and to efficiently plan, organise, coordinate, and produce quality outputs.
  • Ability to work in a team and maintain effective working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Good understanding of gender and minority issues, gender mainstreaming and equal opportunity principles and approaches.
  • Good communication skills, both written and verbal.
  • Computer literacy.
  • Knowledge of ILO core competencies: Quality Orientation, Communication, Collaboration, Integrity, Transparency and Client Orientation.
