Country Health Emergency Preparedness and IHR (CPI) Consultant – Terms of Reference
1. Area of expertise :
Country Health Emergency Preparedness and IHR (CPI) Consultant
2. Purpose of consultancy
The purpose of this consultancy is to provide technical input to the areas of CPI.
3. Background
The mission of WHO’s Health Emergencies (WHE) Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
4. Deliverables
Output 1: Review and edit the development of technical reports
Deliverables:
Joint External Evaluation, After-Action Reviews, One Health, Regional Committee reports
Participate and provide support for CPI missions (reports, meeting minutes)
Output 2: Support and review the development of communication/visibility materials for CPI unit activities
Deliverables:
Prepare and draft press releases, web stories, speeches to highlight lessons learned, success stories, best practices
5. Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
• First level university degree in communications, social sciences, or another field relevant for this position from an accredited academic institution.
Experience
Essential:
• Up to 5 years of progressively responsible work experience in the field of public health, communications, or journalism.
Skills/Knowledge:
– Skills / Technical skills and knowledge:
· Proven ability to develop or write technical reports, communication or advocacy materials.
· Demonstrated ability to work with people from different cultures.
· Ability to coordinate the work with others, including WHO country and regional offices and HQ.
Languages and level required (Basic/Intermediate/Expert):
Essential: Excellent knowledge of English.
Desirable: Knowledge of Arabic
6. Location
Cairo, Egypt.
8. Travel
The Consultant is expected to travel. Destination and duration of travel will be identified through the progress work identified in countries
9. Remuneration and budget (travel costs are excluded):
a. Remuneration: Payband NOA level
b. Expected duration of contract: 6 Months

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
