Background:  

The Annual Staff Retreat for 2023 was postponed to First Quarter 2024 due to the heavy workload in the Country Office associated with year-end closure activities and the development of the CPD for 2025 – 2030. During the meeting of 17 January 2024, the CMT approved that the Annual Retreat be held from 5th – 7th March 2024. Staff selected Bo as the venue for the retreat in a survey held in 2023.

This ToR is to request the hiring of a Facilitator to guide and conduct the staff retreat.

Purpose and Objectives:  

The purpose of the staff retreat is threefold: (1) to refresh and re-energize staff around the UNICEF core values (CRITAS) and the mandate to deliver results for children through fun, teambuilding activities; (2) to review the results of the 2023 Pulse Survey and Action Plans, and to reflect on the actions taken, including the recommendations from the staff retreat 2022; (3) to involve staff in the change management process of the new CPD.

The objectives of the retreat are to strengthen cohesion of the team through discussions on the findings of the 2022 Global Staff Survey report; to inspire renewed commitment to a shared vision for the CPD 2025-2030; and to identify ways to continually improve staff well-being and work-life balance in a respectful workplace culture.

Methodology and Technical Approach:

The Facilitator is a third party, neutral person to guide objective analysis and internal reflection. He/she will design and roll out team building activities in consultation with the Staff Association and moderate the feedback sessions, particularly for the more difficult conversations that foster better team cohesion.

 Specific Tasks:

  1. The Facilitator will draft and finalize the retreat agenda in coordination with the Staff Association who has consulted with Senior Management on organizational priorities, values and strategies.
  2. He/she will identify and share the list of materials needed for the retreat.
  3. The Facilitator will conduct and facilitate sessions on topics agreed with the Staff Association in consultation with Senior Management.
  4. He/she will submit a comprehensive report based on the discussions, observations and recommendations of the retreat for follow-up actions.

Management, Organization and Timeframe: The Staff Retreat will be held from 5-7 March 2024 in Bo. It is organized by the Country Office Staff Association in consultation with Senior Management of UNICEF Sierra Leone. Please see attached Concept Note on the Staff Retreat for full details on agenda, budget, etc.

  2. He/she will identify and share the list of materials needed for the retreat. Deliverable: List of materials needed for staff retreat shared by 1 March 2024. Timeline: No days needed
  3. The Facilitator will conduct and facilitate sessions on topics agreed with the Staff Association in consultation with Senior Management. Deliverable: Facilitate retreat sessions from 5-7 March 2024. Timeline: 3 days for the retreat
  4. He/she will submit a comprehensive report based on the discussions, observations and recommendations of the retreat for follow-up actions. Deliverable: Final report on staff retreat 2023 submitted by 1 April 2024. Timeline: 2 days for report writing

To qualify as an advocate for every child you will have… 

Advanced university degree in Social Sciences, Human Resource Development and Public Administration.

Experience

Demonstrated experience in organizing and facilitating team-building activities for a multi-cultural and diverse group of professionals.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
