The overall objective of the final survey is to assess the progress made on the project’s effect and output indicators in all six targeted municipalities between 2021 and 2024. Quantitative data collection will also be extended to other sectors not covered by the baseline survey, such as health, HIV, nutrition, and household living conditions. In addition, two other communes (Batouri in the department of Kadey and Ngoura in the department of Lom and Djerem) will be included.

UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference?

The overall objective of the final survey is to assess the progress made on the project’s effect and output indicators in all six targeted municipalities between 2021 and 2024. Tasks and Responsibilities

In the 8 municipalities of the second phase of the project:

  • Assess the status of key indicators in the sectors of child protection, education, WASH, health and HIV, nutrition, and living conditions.

In all 6 municipalities targeted by the first phase of the project:

  • Analyze the evolution of the project’s impact indicators.
  • Review the progress made in the main indicators related to education, protection, and WASH in each commune and different target groups (refugees, girls, boys, etc.) with the baseline situation.

To qualify as an advocate for every child you will have…

  • An advanced university degree (master’s or higher) in statistics, and quantitative data analysis is required
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • A minimum of 8 years of experience in designing, coordinating and/or managing quantitative household surveys.
  • Strong computer skills and expertise in statistical analysis (familiarity with data processing and analysis software, especially SPSS).
  • Experience in data collection with CAPI.
  • Training experience and ability to organize and facilitate training and make presentations.
  • Experience in data analysis and investigation report writing.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
