Background

These terms of reference guide the services sought by the UN Women Independent Evaluation Service (IES) for a national evaluation consultant, under the leadership of the IES Evaluation Specialist, and as part of the evaluation assignment team to provide national expertise into the development and execution a scoped independent strategic evaluation of UN Women’s support to women’s participation in peace processes.

Under strategic plan 2018-2021, UN Women’s work on women’s participation in peace processes is part of the overall thematic area of women, peace and security and humanitarian action (outcome 5) and contributed specifically to more gender equality advocates influence peace and security processes (output 13). The purpose of the independent corporate evaluation is to contribute to strategic decision making, learning and accountability. The evaluation will be a summative assessment of results achieved during the previous strategic plan period, and an exploration of insights to support implementation of the current strategic plan. In order to complement the existing body of evidence and current reporting systems, this evaluation aims to harness insights on the relevance, effectiveness, efficiency and sustainability of UN Women’s support to women’s participation in peace processes.

The purpose of this evaluation is threefold:

  • The evaluation will be a summative assessment of results achieved during the previous SP 2018-2021, and an exploration of insights to support implementation of the current SP 2022-2025. The timeframe to be evaluated is January 2018 to December 2023.
  • To assess to what extent UN Women has been able to leverage its position and role to influence partners, regional organizations, and UN agencies for including gender perspectives in peace processes.
  • To assess the relevance, coordination and partnership, effectiveness and sustainability and the human rights, gender equality and inclusion aspects of UN Women’s interventions.

Duties and Responsibilities

Duties and responsibilities

Under the supervision of the Evaluation Team Lead and in close collaboration with other evaluation team members, the National Evaluation Consultant will support the country case study lead evaluator in conducting the case study on-site. The national evaluation consultant will also be in charge of translating the interview protocols into the local language and transcript the interview notes into English (if applicable). The national consultant will provide support to the NRA The Philippines for the organization and logistical support of the mission.

The national evaluation consultant should follow UN Women and IES ethical and data protection guidance and protocols and sign the Evaluation Consultant’s Agreement Form – UNEG Code of Conduct for Evaluation in the UN System.

The national consultant will be responsible for:

  1. Support the Philippines non-resident agency (NRA) in organizing the field mission. This requires contact with stakeholders, meeting organization, follow-up, confirmation. The consultant will also support the NRA in collecting the necessary documentation prior to the mission.
  2. Support Data collection: supporting the lead evaluator throughout the mission with note taking, review of relevant context related documentation and analysis. The national consultant will also accompany the lead evaluator to local missions, such as to the BARMM region.
  3. Reporting back: supporting the country case study lead evaluator with the final presentation to the non-resident agency and contributing to the country case study analysis and drafting.

Expected deliverables and timelines

The National Evaluation Consultant is integral member of the team and is expected to support the country case study in the Philippines under the direct supervision of the Evaluationcountry case study lead and Global Evaluation Team Leader. The national consultant also engages with the NRA Philipines Focal Point for the evaluation. The consultant will need to connect with the team via online communication platforms. UN Women will cover the travel related expenses as per the UN Women standard guidelines, if travel is required. Payment will be made in one instalment made upon satisfactory receipt and approval of the following deliverables:

Accompaniment to meetings in Manila and Bangsamoro;support logistics and note taking for interviews, focus groups; observation. Submit all detailed interview notes to evaluation lead in Philipines in English

Provide translation and interpretation support as necessary

All data collected by the national evaluation consultant must be submitted to the supervisor in Word, PowerPoint or Excel formats and is the property of UN Women. Proper storage of data is essential for ensuring confidentiality and should be in line with UN Women Policy on data management and security. All deliverables submitted by the consultant are subject to quality review.

UN Women has developed a UN Women Evaluation Consultants Agreement Form for evaluators that must be signed as part of the contracting process, which is based on the UNEG Ethical Guidelines. These documents will be annexed to contracts. All data collected by the team members must be submitted to the evaluation manager in Word, PowerPoint or Excel formats and is the property of UN Women. Proper storage of data is essential for ensuring confidentiality. The UNEG guidelines note the importance of ethical conduct for the following reasons:

  • Responsible use of power: All those engaged in evaluation processes are responsible for upholding the proper conduct of the evaluation.
  • Ensuring credibility: With a fair, impartial and complete assessment, stake- holders are more likely to have faith in the results of an evaluation and to take note of the recommendations.
  • Responsible use of resources: Ethical conduct in evaluation increases the chances of acceptance by the parties to the evaluation and therefore the likelihood that the investment in the evaluation will result in improved outcomes.

Required Skills and Experience

Required qualifications.

Education:

  • Advanced university degree in Social Sciences, Evaluation, Gender Studies, International Development or related field
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of an advanced university degree?

Experience:

  • Proven experience in evaluation, and assessing interventions related to gender equality
  • Knowledge and understanding of the UN system, UN reform processes, preferred.
  • Understanding and experience in the areas of gender equality and women’s empowerment, gender mainstreaming, gender analysis and the related mandates within the UN system is an asset.
  • Experience and knowledge on human rights issues, the human rights-based approach to programming and evaluation, human rights analysis and related mandates within the UN system is an asset.
  • Excellent analytical, facilitation and communications skills and the ability to engaged and negotiate amongst a wide range of stakeholders is required.

Language requirement:

  • Fluency in English and Filipino is required.
Contract period and work location

The consultancy is expected to complete the required deliverables within the period of 22 April 2024-24 May 2024. The consultant will be based in Metro Manila, Philippines

Evaluation

Evaluation of candidate is based on profile/P11 (100%) for technical qualifications and financial offer for the role will be given to the best qualified candidate (subject for confirmation prior to contract preparation)
