                                                         TERMS OF REFERENCE

The purpose of this assignment is to undertake a comprehensive seven-month desk-based analytical study on the financing of the Free Nutritious Meal (MBG) programme across national and subnational levels. MBG is a flagship priority of the Government of Indonesia, currently predominantly financed and implemented at the national level. At the national level, the assignment will focus on analyzing the financing of MBG within the State Budget (APBN), including budget allocations, expenditure trends, and the composition of spending. The analysis will assess the adequacy, efficiency, and fiscal sustainability of current financing arrangements, and identify opportunities to strengthen budget performance and support informed decision-making on the programme’s scale-up and long-term viability. This will also include an assessment of fiscal incentive mechanisms and frameworks—particularly those related to stunting reduction— to assess their alignment with and potential contribution to MBG objectives. Minimum requirements:

  • education: Master’s in Public Finance, Economics, Public Policy, Development Studies, or a related field
  • Work experience: Experience in public expenditure analysis, particularly in social sectors (e.g., nutrition, health, and education), including at the subnational level
  • Skills: Strong expertise in public financial management (PFM), including budget analysis and expenditure review (APBN and APBD)
  • Solid understanding of intergovernmental fiscal systems and decentralization
  • Familiarity with fiscal transfer mechanisms and incentive frameworks (including stunting related incentives)
  • Ability to analyze complex data and translate findings into clear, actionable policy recommendations
  • Strong analytical writing and communication skills in Bahasa and English
  • Language Requirements English, Bahasa Indonesia
  • Desirables

        Experience working with development partners or international organizations

        Familiarity with child-responsive planning and budgeting

Knowledge of fiscal systems and decentralization in Indonesia
