The consultant will support development and implementation the business plan for Romania High-Value Channels. Under the supervision of the Head of Communication and Fundraising Section, in close consultation with Fundraising Officer, the Consultant will support the development and implementation of a comprehensive Business Development Plan targeting foundations and corporations. S/he will ensure effective alignment with national, regional and global plans and priorities.

Purpose of Activity/Assignment:
In 2023, UNICEF started a new five-year country partnership with Romania. The overall aim of the partnership is to continue to accelerate the universal realization of child rights and improve the situation of excluded children living in marginalized communities with large minorities and in most vulnerable and deprived areas. This is accompanied by promoting a culture of rights, social norms and alliances that will benefit all children and enhance equity and solidarity in the country.
Also, UNICEF continues to be the ‘Voice’ for children and adolescents, advocating and communicating around key national policies, social issues, mind sets and attitudes. In the current Country Program. UNICEF in Romania continues to raise funds locally, both for national projects and for other countries. The private sector’s role as a key contributor to other resources is expected to grow. UNICEF fundraisers from both the private individuals and the corporate sector are bringing in the market new fundraising techniques that provided excellent results in other markets.
Scope of Work:
The consultant will support development and implementation the business plan for Romania High-Value Channels. Under the supervision of the Head of Communication and Fundraising Section, in close consultation with Fundraising Officer, the Consultant will support the development and implementation of a comprehensive Business Development Plan targeting foundations and corporations. S/he will ensure effective alignment with national, regional and global plans and priorities.
The generic task of the consultancy is to contribute with:
• Establish and manage meaningful partnerships that will contribute to the CO’s PSFR targets;
• Be responsible for growing income as per finance streams described below;
• Take an active role in identifying, approaching, and support in negotiating relationships with key influencers and business
• Assure effective concepts for engagement with partners are developed with programme and communication teams.
• Provide specialist advice, knowledge and skills related to partnership-building with corporate donors and foundations, including proposal development.
• Build support for business development goals from other teams within the Country Office through building effective collaborative relationships accordingly, notably with Communications (to drive a strong brand and assure powerful content for fundraising), Operations (operational support for fundraising) and Programmes (strong articulation of programmes for donors and partners, and compelling reporting).
• Assess and mitigate risk related to private sector engagement, making informed decisions on fundraising operations and the overall engagement with the private sector.
• Facilitate the office in leveraging the non-financial aspects of key influencers and businesses.
• Management and Reporting: the consultant will provide monthly progress pdf reports by e-mail to the Head of the Communication and Fundraising Section.
Work Assignments Overview Deliverables/Outputs monthly
  • Lead the successful contribution of the approved high-value component of the Business Plan for Romania.
  • Achieve targets from the PSP plan. Meet or exceed Romania PSFR annual targets of RON 2,500,000 for high-value channels set forth in the Romania PSFR business plan: both gross revenue and non-CPD contributions.
  • Actively identify, qualify and cultivate high-value partnership opportunities in pursuit of supporting UNICEF programmes at national, regional and global level.
  • Negotiate and close deals with 1 corporate every second month high-value prospective partners.

 

Engage with 4 new prospects of the pipeline every month (4 Initial pitches, visits, or appointments).

Submit one new proposal per month

Follow up on past existing Prospects engagements, proposals and negotiations (Should be a minimum of 10 corporate/foundation1s at any given time).

Nurture-Steward relationships with at least two existing partners.

1x Monthly report on pipeline development, actions taken, revenue projections

Minimum Qualifications required:

University degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience.

Knowledge/Expertise/Skills required

-Minimum 6 years of demonstrable experience and success in engaging with bilateral and multilateral donors for UN Agencies, international organizations, or large foundations, with proven ability to identify new business opportunities and partnerships;
– Strong key influencers’ portfolio including multinational corporations and foundations;
– Proven ability to implement clear goals that are consistent with agreed strategies;
– Demonstrated ability to adjust to unexpected challenges and propose countermeasures accordingly;
– Diplomatic negotiation, influencing, and networking skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders;
– Experience of working with technical teams to develop program proposals that are funded by institutional donors;
– Good familiarity with government decision-making processes, both political and technical, including budget processes, appropriation, protocols, and communications;
– Availability for work within the proposed time frame;
– Fluent Romanian, working knowledge of English (both written and oral)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
