Description of the Assignment:
Since 25 August 2017, extreme violence in Rakhine State, Myanmar, has driven thousands of Rohingya refugees across the border into Cox’s Bazar, Bangladesh. The government of Bangladesh welcomed the Rohingya refugees with generosity and open borders. The speed and scale of the influx were nonetheless a challenge. Today there are more than 950,000 Rohingya refugees (approximately 200,000 families) in Cox’s Bazar. They live in congested sites with limited options for a full life. Many refugees have expressed anxiety about their future, explaining that while they wish to return, they would not agree to do so until questions of citizenship, legal rights, access to services, justice, and restitution are addressed. The prospects of safe and dignified repatriation to Myanmar are, however, dwindling as the conditions are not fulfilled.
Meanwhile, the pressure and impact on immediate host communities as well as the wider Cox’s Bazar district is increasing with grave environmental impacts; degradation of forest and lands; lowering of wages due to the increased competition for labor, increased prices of some commodities, and higher rents. With more services rendered to the refugees than to host communities, the social tension between the refugees and communities is on the rise. Partners realize that the Rohingya refugee situation will be protracted and needs a different perspective to ensure both protection and longer-term and comprehensive solutions that foster peaceful co-existence for the refugees and the hosting community. The UN-led humanitarian response programme in Cox’s Bazar is committed to enhancing the capacities of all partners, including optimizing staffing and service quality of programmes in the Rohingya refugee and host communities.
As the lead agency of the UN Development System, UNDP continues to assist the district of Cox’s Bazar in realizing its long-term development goals, including a blue economy and future cross-border/regional trade. With the development vision in mind, UNDP is investing in expanding its role in Cox’s Bazar, bringing a nexus and resilience lens and augmenting humanitarian actors’ efforts with whole-of-context programming. This includes community security and social cohesion, solid waste management and environmental sustainability, Disaster Risk Management and risk-informed development, as well as system strengthening of local government actors.
To improve the coordination of activities in support of the implementation of the Cox’s Bazar’s District Development and Growth Priorities 2022-2026, UNDP is working closely with local government and the Inter-Sector Coordination Group (ISCG) to undertake a mapping of host community development activities. The objective is to improve the visibility of who is working where and use this information to improve planning – enhance targeting of assistance and reduce duplication and gaps. Data is collected at the Upazila level from over 100 agencies, including current and past activities since the influx in 2017. Information on development activities will be collected at the Upazila level, sorted/cleaned, and presented in a ‘3W Dashboard’, with the support of Information Management staff. Analysis of the data will support policy advocacy and seek to guide decision-makers.
Development Mapping Consultant will lead the mapping of development activities in the host communities, in close coordination with the local government and the Inter-Sector Coordination Group (ISCG). The Consultant will work under the direct supervision of the Deputy Head of the Sub-Office and liaise closely with UNDP’s Disaster Risk Management and Cox’s Bazar Analysis and Research Unit (CARU) teams. The Consultant will conduct awareness and training activities, respond to queries from NGOs and UN agencies, and support the Information Management staff in managing data cleaning and dashboard visualization. The Consultant should be a proactive problem solver, developing clear activity plans and regular reports, pre-empting and resolving issues that arise.
Period of assignment/services: 110 working days for 6 months
