To achieve the SDG targets on child wasting a crucial policy and programming shift is needed, increasing efforts to
prevent all forms of malnutrition. Now, more than ever, there is an urgent need for a more purposeful, systematic,
integrated, transparent and accountable collaboration that leverages the collective strengths of all stakeholders –
including governments, UN agencies, civil society and the private sector for the prevention and management of child
wasting. It is in this context that the five UN agencies (FAO, UNHCR, UNICEF, WFP and WHO) developed the Framework
for Action for the UN Global Action Plan on Child Wasting (hereafter ‘GAP Framework’) to accelerate progress in
preventing and managing child wasting. The GAP Framework identifies four outcomes to achieve the SDG targets on
child wasting and to improve the early detection and treatment for those who need it: (1) reduced incidence of low birth
weight, (2) improved child health, (3) improved infant and young child feeding and (4) improved treatment of children
with wasting. For each of these outcomes, the GAP Framework defines proven pathways to accelerate the delivery of
essential actions and to create a more enabling environment for their success. The GAP Framework aims to support
prioritisation and coordination of the delivery of preventive and treatment actions across four key systems: food, health,
social protection and water, sanitation, and hygiene.

In addition, the World Health Organization (WHO) recently launched a new guideline on the prevention and management of wasting and nutritional oedema (acute malnutrition) in infants and children under 5 years. The guideline provides evidence-based recommendations and good practice statements on prevention and management of wasting in young children under the age of five. The implementation of the guideline is a crucial to support the design, implementation and scaling up of programmes for the prevention and management of wasting and nutritional oedema.

UNICEF is supporting the Government to implement the multi-sector nutrition plan of action (MSNP) and in accelerating efforts to reduce the number of children suffering from the more severe forms of wasting and in increasing the coverage of the number of children with severe forms of wasting who access treatment.

How can you make a difference?

The objective of this consultancy is to provide technical support for a consultative process to develop a National Action Plan/Roadmap on Wasting Prevention and Management based on the Global Action Plan on Child Wasting Framework. The consultancy will support mapping of relevant national policies, strategies, and programmes and reviewing key priority actions against the outcome areas in the GAP framework. Under this consultancy, there is provision of two individual consultants (Lead and Co-lead) to complete the tasks. The Lead Consultant will be accountable for the overall tasks, communication with UNICEF while the  Co-Lead Consultant will support and report to Lead Consultant to deliver the task. The lead consultant with the co-lead can develop a workable division of responsibilities based on expertise and experience to deliver the task on time in with high quality. The lead consultant is expected to share with UNICEF the responsibilities between the two consultants and how they will work together at the inception phase.

By leveraging both international insights and local experiences, the national action plan and roadmap is expected to provide robust framework for addressing wasting in Nepal. It will also reflect the recommendations and changes in the latest WHO guideline on wasting to inform the development of the context specific action plan and roadmap for Nepal.
Scope of Work:

1. Develop an inception report with overall approach on the how he/she delivers the task, the timeline and cost for developing the action plan, roadmap.

2. Conduct a desk review of other country action plans and roadmaps including key lessons and better practices to inform the adaptation of approach and processes to the Nepal context.
3. Conduct a comprehensive desk review of national policy and programme documents, guidelines, on child wasting, map actions/activities including indicators, baselines and endline targets across systems and GAP framework outcome areas and summarise in a spreadsheet/ database.
4. Facilitate and conduct in-depth technical and programmatic consultations with UN agencies, Government counterparts and development partners at national and sub-national level to agree on programme priorities, review mapping of actions/activities including indicators, baselines and endline targets across systems and GAP framework outcome areas.
5. Undertake field visits to seven provinces to gather insights and information on integrated management of acute malnutrition (IMAM) program implementation in sample areas.
6. Lead drafting of the Nepal Country Action Plan and roadmap with clear prioritised actions, commitments and targets based on an agreed format.
7. Organise and facilitate validation workshop of the action plan/ the roadmap in consultation with Ministry of Health and Population/ Family Welfare Division and UNICEF.
8. Organize the meetings of the NuTEC for technical consultations and feedbacks.
9. Finalize the Action Plan/roadmap by incorporating all the comments and feedback and submit to UNICEF Nepal.
10. Organise final one-day meeting to ratify the commitments and launch the GAP action plan/ the roadmap.

Duration of Contract (For Lead Consultant): The total duration of the contract for Lead Consultant is 55 working days within a period of 3 months tentatively starting from 15 May 2024.

Duration of Contract (For Co- Lead Consultant): The total duration of the contract for Lead Consultant is 35 working days within a period of 3 months tentatively starting from 15 May 2024.

Academic Qualification:

  • Master’s in nutrition, Public Health Nutrition, Public Health or related field.

Work Experience: For Lead Consultant

  • A minimum of five years of professional experience in nutrition field, specifically working on Integrated Management of Acute Malnutrition programmes. Excellent technical skills and knowledge about CMAM/IMAM programmes essential.
  • Sound knowledge of Nutrition, specifically on wasting prevention and management policy and program.
  • Previous experience to support national Gov and /or CSOs in the development of national action plan, roadmap related to health and nutrition.
  • Familiarity with the child nutrition issues in Nepal, particularly on the management of wasting, highly skilled in development of technical guidelines and has excellent communication skills.
  • Fluency in English and Nepali

Work Experience: For Co-Lead Consultant

  • A minimum of THREE years of professional experience in nutrition field, specifically working on Integrated Management of Acute Malnutrition programmes. Excellent technical skills and knowledge about CMAM/IMAM programmes essential.
  • Sound knowledge of Nutrition, specifically on wasting prevention and management policy and program.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
