Under the direct supervision of the SBC Manager, the consultant’s objective is to enhance the digital execution of Social and Behavior Change (SBC) initiatives using the Internet of Good Things (IoGT) along with other digital channels and platforms. This includes driving digitization efforts to improve behavior change and emergency communications, ensuring these initiatives reflect strategic value, and supporting the broad engagement and optimization of SBC campaigns and tools like the Cranky Uncle Vaccine game. The consultant, guided by the SBC Manager, will pioneer and amplify digital SBC initiatives through IoGT and additional digital mediums, focusing on strategic innovation, engagement, and sustainability.

Deliverables
The consultant will be responsible for the following key deliverables within the set timeframe, broadening the scope to include all digital platforms for Social and Behavior Change Communications (SBC):

  1. Digital Platforms Work Plan Development: Formulate a detailed plan to maintain and enhance digital platforms, including IoGT and others, among various stakeholders, integrating clear key performance indicators for comprehensive tracking and success measurement.
  2. Promotional Campaigns Implementation: Work in collaboration with TCO program sections to roll out promotional campaigns aimed at increasing awareness, reach, and visibility of digital platforms among young audiences, ensuring these initiatives span across IoGT and other relevant digital channels.
  3. Social Media and Digital Channels Management: Consistently update and oversee the management of social media accounts and digital channels related to SBC efforts, aligning with CO promotional strategies to ensure cohesive messaging and engagement.
  4. Media Campaigns Oversight: Lead online and offline media campaigns to elevate the visibility, impact, and reach of SBC digital platforms, employing innovative strategies to capture diverse audience segments.
  5. Support for Digital Engagement Tools: Support developing, launching, and promoting digital tools like the Cranky Uncle Vaccine game, ensuring these efforts are integrated within broader SBC digital strategies at the TCO level.
  6. Digital Information Systems Establishment: Set up and maintain systems to ensure that data collected via digital SBC platforms is easily accessible to program staff, facilitating informed decision-making and strategy adjustment.
  7. Usage Monitoring and Evaluation: Conduct a thorough analysis of the engagement with digital SBC platforms, pinpointing factors influencing interaction levels among different user groups.
  8. Training and SBC Knowledge Management: Direct training initiatives and manage knowledge sharing within the SBC domain, encompassing various digital platforms to foster a knowledgeable and skilled SBC community.
  9. Progress and Activity Reporting: Deliver regular updates, including weekly and monthly reports, on the activities and progress of digital SBC efforts to relevant stakeholders.
  10. Consistent Reporting to SBC Leadership: Maintain ongoing communication with the Head of SBC, providing updates on digital platform progress and partner collaborations.
  11. Technical Updates and Best Practices Sharing: Regularly share technical updates and best practices with key SBC, Innovation, and Programming personnel across TCO sections, ESAR, and HQ, ensuring a unified approach to using digital platforms in SBC initiatives.

Design a digital AAP framework that could be adapted across various SBC interventions.
Run promotional campaigns in collaboration with TCO program sections to raise awareness, reach, and visibility for the IoGT platform to young people. Mid-Year Progress Report 31st July 2024 10%
Maintain and regularly update IoGT social media channels in alignment with CO SBC interventions/promotion plans.
Work with local creative digital agencies to run awareness campaigns to increase the visibility, impact, and reach of IoGT and SBC interventions.
Facilitate the pre-testing of the Cranky Uncle Vaccine game on IoGT for school children. Cranky Uncle Amplification Report 30th November 2024 10%
Pioneer the re-deployment of Cranky Uncle at a national level and run a 360 campaign to introduce the game to Tanzania youth and school children.
Work with the Health Promotion Unit (MoH) to co-design content that will be used as part of the official launch of Cranky Uncle.
Conduct a systemic analysis of all existing IoGT digital channels that add value to SBC efforts at CO. Systemic Analysis & Sustainability Strategy 31st March 2025 10%
Design a sustainability framework for IoGT to set a baseline from which the platform could eventually be co-owned with a strategic partner who will play a pivotal role in content creation, dissemination, and/or amplification.
Liaise with program teams and regional office to share best practices that will aid in the development of a long-term sustainability plan.
Collaborate with fellow SBC team members to co-create and enhance digital tactics to magnify existing and upcoming behavior change initiatives. Mid-Year Progress Report 31st July 2025 10%
Work with cross-functional teams and take the lead in the designing, producing, launching, monitoring, and evaluating of digital SBC interventions.
Work with M&E specialist(s) to ensure that key metrics are tracked and analyzed to inform ongoing campaign optimization.
Use data-driven insights to make strategic recommendations for improving campaign effectiveness and achieving desired outcomes.
Work with the Ministry of Health and the Ministry of Education to gather information, identify key findings, and establish a training program to meet those needs. Human-centered Design Training & Implementation Report 31st October 2025 10%
Facilitate the training of HCD best practices to partners and colleagues at local, regional, and global.
Summarize the results of the assignment, highlighting key findings, conclusions, recommendations, and analysis. Final Report 28th February 2026 15%
Local Travel Consultative meetings and technical reviews in the following supporting regions:
1. Dodoma – 5 Trips
2. Mbeya/Songwe – 4 Trips
3. Kigoma – 2 Trips
4. Tabora – 2 Trips
5. Zanzibar – 4 Trips

Each trip is estimated to be 3-4 days.

PAYMENT SCHEDULE: UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS: Evaluations: The applicant should submit both technical and financial proposals which stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fees, travel costs, and accommodation as UNICEF will not pay any DSA.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure the quality attainment of each deliverable and the consultancy in totality. The financial part will take 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travel and accommodation) and eventual total consultancy cost.

LOCATION, DURATION & LOGISTIC: The consultancy is home-based with agreed travel to Tanzania for fieldwork in Dodoma, Zanzibar, Mbeya/Songwe, Kigoma and Tabora and other regions as appropriate. A weekly catch-up call will be conducted to assess deliverables and address implementation challenges.
The validity of the contract will be for 24 months.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in ICT, Marketing, Journalism, Media Studies, Communications, or a related discipline
  • Demonstrated experience in designing/implementing/monitoring behavioural and social change communication strategies and/ or interventions inclusive of the application of human-centred approaches.
  • Minimum of 7 years of national-level experience in designing and implementing communication campaigns. Working knowledge of the IoGT platform is an asset.
  • Proficiency in media buying and monitoring tools, especially in the contexts of children and youth empowerment.
  • Skilled in developing, planning, and executing SBCC within the Tanzanian environment.
  • Prior experience in content creation for UNICEF, other UN entities, Development Agencies, or NGOs.
  • Insight into community-based channels of influence, communication, and human-centred design methodologies

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
