Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and building women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment   (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance.

Leveraging its experience and expertise in gender equality and the empowerment of women, UN Women has been working on Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), supporting disaster and climate-vulnerable women from the most disaster-prone parts of the world, and generating knowledge through a series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization of women and girls in climate-related crisis. UN Women’s efforts to mainstream gender in CCA/DRR & humanitarian policies strategies and actions, with the belief that such gender responsive CCA/DRR & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls. 

EmPOWER Project

In response to the intricated problems related to the climate crisis, UN Women, in partnership with the United Nations Environment Programme (UNEP), is implementing a programme that aims at promoting human rights-based and gender-responsive climate action called “EmPower: Women for Climate-Resilience Societies (EmPower Phase 2 or EmPOWER II). EmPower II builds on Phase I, which was implemented in Bangladesh, Cambodia, and Vietnam, and aims. The second phase is scaled up for regional implementation, including expanding the program into two new countries, the Philippines and Indonesia. Drawing upon the phase 1 results, including new regional commitments and national policies, availability of financial mechanisms and tools, methodologies, evidence, and knowledge as important baselines, the EmPOWER phase 2 will contribute to the overall project impact, “People in Asia-Pacific are less vulnerable to the impacts of climate change and experience greater gender equality and the full enjoyment of their rights, including equal access to a clean, healthy, and sustainable environment.” 

To achieve this goal, the project will mobilize resources to create changes in the following areas:

  • Outcome 1: Asia-Pacific actors, particularly Indonesian actors, increase action on gender-responsive climate change adaptation and mitigation;
  • Outcome 2: Women, in all their diversity and other marginalized groups, are represented as key environmental actors in climate and DRR decision-making and
  • Outcome 3: Women and other marginalized groups in Asia-Pacific secure climate-resilient livelihoods.

The three outcomes of EmPower Phase II work at different levels to target a variety of stakeholders and processes, and to promote gender-responsive and human rights-based climate action. Operationalizing the central pledge of the 2030 Agenda for Sustainable Development to leave no one behind is the common strand linking the programme outcomes. Each outcome targets rights holders and duty bearers to strengthen systems and create an enabling environment where women and marginalized groups can equally benefit from investments in climate change mitigation and adaptation, renewable energy (RE), and DRR.

Against this backdrop, UN Women is hiring a national consultant to assist in the implementation of the Empower II program, especially related to the implementation and monitoring of national policies related to gender mainstreaming in climate change in Indonesia. The consultant will work closely with the National Focal Point of Gender and Climate Change at the Indonesian Ministry of Women’s Empowerment and Child Protection.

Duties and Responsibilities

SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES

Under the overall guidance and supervision from the Programme Management Specialist/Head of Programmes and in close coordination with Women’s Economic Empowerment (WEE) and Gender, Peace, and Resilience (GPR) team in UN Women Indonesia, the Consultant will provide advisory service and technical support to the Ministry of Women’s Empowerment and Child Protection (KPPPA) on the integration of gender equality and women’s rights into the development, implementation and monitoring of national policies on climate change, including to carry out the following tasks:

Assessment and Analysis:

  • Analyze existing climate change policies, programs, and initiatives to evaluate their gender responsiveness.

Policy Development and Advocacy:

  • Provide advisory service and technical support to the Ministry of Women’s Empowerment and Child Protection (KPPPA), and the Ministry of Environment and Forestry (KLHK) and on the integration of gender equality and women’s rights into the development, implementation and monitoring of national policies on climate change.
  • Assist in the development of gender-responsive policies, strategies, and action plans for climate change adaptation and mitigation.
  • Provide assistance to KPPPA in developing and facilitating cross-ministerial advocacy and accountability mechanisms on the implementation of gender and climate change action plans, including but not limited to to development national gender action plan reports.

Research and Knowledge Sharing:

  • Conduct research on best practices and innovative approaches for gender-responsive climate action and disseminate findings through reports, policy briefs, and presentations.

CONTRACT PERIOD AND WORK LOCATION

The period of this consultancy is from April to October 2024. This Consultancy is home based and will require travel as requested/approved by Programme Management Specialist/Head of Programmes.

Required Skills and Experience

Education:

  • Master’s Degree in Gender Studies, Disaster risk management, Climate change, Development or other relevant disciplines 

Experience:

  • At least 10 years of relevant experience in the field of gender and climate change, disaster risk reduction and humanitarian in Indonesia
  • At least 7 years of relevant experience in supporting policy development and policy implementation on climate change, DRR and humanitarian, aligning with international standards on gender equality and human rights. Previous experience in providing technical assistance to government is preferable.
  • Experience in working with multi-stakeholders including government, NGOs, UN and development partners.

Knowledge and Skills:

  • Strong technical expertise in policy analysis
  • Knowledge on Indonesia’s policies and national priorities on climate change is required.
  • Well versed in current development on innovative policy making and able to communicate effectively with government.

Language Skills:

  • Fluency in oral and written Indonesian and English is required.
  • Excellent technical and analytical writing skills (to be assessed through writing sample)
