As WHO’s highest priority is ensuring universal health coverage which means that all people have access to the full range of quality health services they need, when and where they need them, the promotion and support of gender equality, human rights, and health equity (GRE) is essentials in medical service provision. Whilst significant progress in spere of GRE has been achieved, a range of individuals and vulnerable groups continue to be still left behind. Discrimination, marginalization, stigma, human rights violation underlies health inequities and limit people in their ability to fulfil and enjoy fully the fundamental right to health. Therefore, WHO CO in Ukraine recognizes the need to better support MoH in advancing gender equality, human rights and health equity to achieve their common goal of leaving no to ensure full coverage of high-quality and accessible health services and care.

WHO CO in Ukraine is committed in supporting the development of an inclusive health care system in Ukraine and simultaneously contributing to the elaboration of respective laws and policies, providing various initiatives to promote and ensure gender equality, human rights and health equity, enhancing interventions to reach the furthest behind first through strengthening the institutional and organizational capacity of the health actors and improving existing mechanisms and tools of medical services provision. 

Noted health inequalities existed before the war, with discriminatory gender norms and unbalanced power dynamics in Ukrainian society, the full-scale invasion of the Russian Federation in February 2022 has severely exacerbated pre-existing intersectional and gendered inequalities and created acute vulnerabilities for women and girls, especially among those facing multiple forms of discrimination. As a result, women and girls, people with disabilities, representatives of different minorities and other vulnerable groups are often the least able to realize their right to the highest attainable standard of health.

Considering the above, WHO is seeking a national consultant to address the described challenges and support WHO UCO and MoH with mainstreaming GRE within programme design, policy development, health service delivery and integration of GRE component into their processes and operations.

Required Qualifications:

Education Qualifications

Essential:

  • University degree (Bachelor’s level) in gender studies, sociology, politology, international relations, cultural science, public health or related field.

 Experience

Essential:

  • At least 1 (one) year of national work experience in the field of social policy, gender-related area, public health, programme management, project support and/or coordination, international development. 

Skills/Knowledge:

Essential:

  • Strong writing, communication and networking skills for ensuring stakeholder engagement, developing and implementing collaborative efforts, maintaining relations with the team, government, and implementing partners. 
  • Familiarity with core concepts and principles of gender equality and human rights.
  • Effective user of Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams and SharePoint.
  • Planning, organizing and providing logistical support timely and efficiently.
  • Managing data, documents, correspondence, information and workflow.
