Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as equal partners and beneficiaries of development, human rights, humanitarian action as well as peace and security. As such, UN Women seeks to complement and enhance the capacity of other UN entities to serve their respective mandates to deliver on gender equality.

April 2024 marks one year since fighting broke out between rival factions of Sudan’s security force, the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), engulfing Sudan in conflict. The conflict has directly killed at least 14,700  people and injured almost 30,000 more. Due to extensive fighting, at least one-third of the population is displaced – the majority of women and children, and nearly half the population of 25 million people–require humanitarian assistance. Women and girls have been facing escalating protection threats and reduced access to basic services, such as essential healthcare, in conflict zones in Sudan since the start of the conflict on 15 April 2023. Kidnapping, enforced disappearances, and conflict-related sexual violence (CRSV).

Men, boys, women, and girls are differently affected by crises and have different needs, vulnerabilities, capacities, and coping mechanisms. Women and girls, however, are disproportionately affected by crises due to compounded factors including the breakdown of key services that are critical to their health, protection, and recovery; weakened formal and informal protection mechanisms; disrupted livelihoods and limited access to resources; increased displacement; and power imbalances; while pre-existing inequalities, discrimination, and risks are by far exacerbated. It is against this backdrop, UN Women seeks to hire (two2) Co-Facilitators to strengthen the capacities of local women-led organizations  (WLOs),  Women Rights Organizations (WROs), PSEA Focal Points, Gender Focal Points, camp managers, and Area Cluster Coordinators on Gender in Humanitarian Action (GiHA) and protection from Sexual Exploitation and Abuse (PSEA), in four (4) regions in Sudan – namely Gedarif, East Al Jazeera, Kassala, and the Red Sea States.  If the security situation or the internet connectivity does not allow training in Al Jazeera State, the training will be conducted in Sennar (Blue Nile) targeting IDPs from Al Jazeera State.

Objectives:  

The first objective of this assignment is to strengthen this role, UN Women Sudan is organizing 4 rounds of GiHA and PSEA training for WLOs, WROs, PSEA Focal Points, Gender Focal Points, camp managers, and Area Cluster Coordinators. The training materials will be based on the IASC GiHA handbook, available at https://www.gihahandbook.org/#en/Section-Training, and the IASC Learning Package on Protection from Sexual Misconduct for UN partner organizations, available at . The second objective is to establish GiHA Working Group, whose membership will include those trained on GiHA.

Target States: The two training and formation of the GiHA Area Working Group will be conducted in  Gedarif, East Al Jazeera, Kassala, and the Red Sea States.

Delivery arrangements for this assignment

  1. The role requires 2 Co-facilitators who are experts in GiHA and PSEA.
  2. The Co-facilitators must be experts in both GiHA and PSEA, and must have facilitated GiHA Training before.
  3. Where face-to-face delivery of the training is not possible, virtual training will be accepted.
  4. The Consultant will be supported with materials by UN Women as much as possible.

 

Duties and Responsibilities

Under the direct supervision of the GiHA Coordinator, Gender in Humanitarian Action Programme at UN Women, and the Programme Specialist GBV and PSEA the Consultant will be responsible for delivering the results below: 

 

  1. Deliver 5 days of training in each state in person on GiHA and PSEA in English and Arabic where applicable, using modern and engaging learning techniques.
  2. Develop a pre-and post-training survey to measure the increase in participants’ knowledge and capacities on GiHA and PSEA.
  3. Submit a training report, including key pre- and post-training survey results, to the UN Women for the training organized and an overall one-page summary of the training including demographics of trained humanitarians.
  4. Establish/Form GiHA Working Groups whose membership shall include those trained on GiHA
  5. Produce a report on the GiHA and PSEA Training in the  4 identified States
  6. Produce a report on the establishment/formation of the GiHA Working Groups, including membership, disaggregated by gender and state/locality.

Timeline of consultancy  

The training will be conducted in Sudan. The training rounds will be five days each. There will be a maximum of 30 participants per cohort, but not less than 24 participants.  The training duration will be – 15 May to 18 June 2024

In addition to the above schedule, the Consultant is expected to deliver a compiled report and submit it to UN Women within 10 days of delivering the assignment. On the other hand, the Consultant is expected to cover her/his, travel to the training venue/location. 

Consultant’s Workplace and Official Travel:

This is a home-based consultancy with field trip.

 As part of this assignment, there will be a maximum of 5 trips

Required Skills and Experience

Education and Experience:

  • Holds minimum Bachelors Degree in Gender, Humanitarian, General Protection, Child Protection, Safeguarding/PSEA, Development Studies, Social Sciences, or another relevant field; with at least 5 years of experience in Humanitarian Action or mainstreaming gender equality in crisis response.
  • Experience in gender and protection mainstreaming, PSEA, with a proven understanding of the rights-based approach to work on gender and protection.
  • Experience with interactive/innovative training approaches engaging humanitarian workers.
  • Demonstrated experience in delivering training on Gender in Humanitarian Action and protection from sexual exploitation and abuse (PSEA).
  • Experience in delivering training on GiHA and PSEA, and knowledge of the Sudan context is an asset.

Language:  

Fluency in oral and written English and Arabic is required.

UN Women will be entitled to use, in full or partially, the training materials developed by the Consultant.
