The UN Resident Coordinator’s Office is recruiting a national Consultant to support the Government in its process of the development of the National Development Plan for the period 2024-2028 (NDP 2024-2028).

Duties and Responsibilities
In 2016, the government of the Central African Republic, with the support of its technical and financial partners, drew up a National Plan for Recovery and Peace Consolidation in the Central African Republic (RCPCA) based on three main pillars, namely: (i) Supporting peace, reconciliation and security; (ii) Renewing the social contract; and (iii) Ensuring economic recovery and relaunching the productive sectors. In its implementation phase, the RCPCA 2017-2021 has been confronted with several difficulties, including the resurgence of armed groups, the post-election security crisis, the suspension of budget support, rising inflation, the underperformance of the productive sector and the COVID-19 crisis, all of which have had a profound impact on the trajectory of the objectives set when the plan was formulated. The 2017-2021 RCPCA has therefore been extended until 2023 by the national authorities with a view to refocusing national priorities on the Political Agreement for Peace and Reconciliation (APPR) signed on 06 February 2019. The RCPCA is therefore ending, while the medium-term operational plans that should be derived from the CAR-2050 vision are not yet available. To avoid a programming vacuum, the national authorities have decided to draw up a National Development Plan (NDP) for the period 2024-2028. As a result of this project, a Technical Committee was set up by note n°0473/2023/MEPCI/DIRCAB/CM-SEP of 28 February 2023, with responsibility for drawing up the steering documents for the NDP process. The roadmap for the process provides a number of activities to be carried out during 2023: (i) Phase 1: Preparation of the process of formulating the NDP and creation of favorable conditions; (ii) Phase 2: Diagnosis and analysis of the situation; (iii) Phase 3: Definition of the strategic objectives, areas of intervention, programmes, implementation and monitoring-evaluation framework of the NDP; (iv) Phase 4: Drafting, costing and programming of funding; (v) Phase 5: Validation, adoption and dissemination of the NDP. The final version of the NDP 2024-2028 should be available by the end of November 2023 to give the national authorities time to organize a round table to mobilize resources needed for its implementation. It is with a view to supporting the national authorities in drafting the country’s NDP that the Resident Coordinator’s Office in CAR is seeking to contract a national consultant.
Qualifications/special skills
• Advanced university degree (Masters and equivalent) in development studies, economics, social sciences, international relations or related field. A PhD is an added advantage. • A minimum of 7 years of professional experience of conducting country-level multi-sectoral situational analysis is required. Previous experience of leading and developing country analysis for UN programming is required. Good knowledge of Agenda 2030 for sustainable development and the SDGs is required. Previous experience of conducting UN Common Country Analysis is an asset is desired. Excellent facilitation skills with experience in leading multi-stakeholder discussions is required. Extensive knowledge of, and experience in applying qualitative and quantitative analytical methods using a wide range of analytical (including innovative) approaches is desired. Substantial professional application of human rights, gender equality, environmental sustainability, results-based management, and capacity development in research is desired. Strong understanding of the development- humanitarian- peace building nexus and political context and working experience in Central African Republic and/or in the region is required.
Languages
Fluency in spoken and written French and Knowledge of English is required.
