Background

UN Women operates in several areas by supporting governments, national institutions, UN agencies, and civil society organizations in developing, planning, and implementing policies and interventions for gender equality. This includes eliminating all forms of discrimination and violence against girls and women, empowering women in political and economic spheres, and promoting equality between men and women as partners and beneficiaries of development, human rights, humanitarian action, peace, and security. In Tunisia, UN Women collaborates with multiple national and international partners, focusing on four priority intervention areas: (i) governance and women’s participation, (ii) economic empowerment, (iii) ending violence against girls and women, and (iv) women, peace, and security, including preventing violent extremism and peacekeeping. The Budget by Objectives (BBO) reform management unit at the Ministry of Finance oversees integrating gender into the state budget, institutionalized by Organic Budget Law No. 15 of 2019 dated February 13, 2019 (LOB) in Article 18. Through collaboration between the BBO unit and UN Women under a memorandum of understanding, a series of actions have been taken, including training to enhance the skills of representatives from ministries involved in implementing the BBO and Law 58/2017.

As part of the AJYAL project and in continuation of operationalizing the National Action Plan for Gender Integration (PANIIG) and Law 58 in public policies and budgeting, it’s necessary to capitalize on existing work and further refine sectoral action plans for BBO implementation and their translation into BBO sheets. This context frames the recruitment of a National Expert to support the central unit and ministries in effectively implementing PANIIG and Law 58 related to combating various forms of discrimination and violence against girls and women in public policies and budgeting.

The National Consultant will report to the program coordinator and receive support from the human resources team regarding contractual and payment matters.

Purpose

The purpose of hiring National Consultant in public finance management and gender-sensitive budgeting for UN Women in Tunisia is to advance the organization’s mission of promoting gender equality and eliminating discrimination and violence against girls and women. The consultant will specifically support the operationalization of the National Action Plan for Gender Integration (PANIIG) and Law 58 in public policies and budgeting.

Duties and Responsibilities

Ministry Support and Guidance:

  • Develop sectoral action plans for seven ministries;
    • Conduct initial assessments to understand each ministry’s current status;
    • Collaborate with ministry representatives to identify key areas for improvement;
    • Facilitate workshops and consultations to draft sectoral action plans aligned with PANIIG and national strategies for combating violence.
  • Stabilize empowerment action plans for each ministry;
    • Review and refine existing empowerment action plans;
    • Ensure alignment with PANIIG objectives and national strategies;
    • Provide guidance on incorporating gender-sensitive approaches.

Implementation Assistance:

  • Assist ministries in implementing remaining PANIIG aspects;
    • Conduct training sessions for ministry staff on PANIIG implementation;
    • Offer technical support in addressing challenges and barriers;
    • Monitor progress and provide feedback for ongoing improvements.

Guide Development;

  • Develop a comprehensive guide on translating gender inequality objectives into public policies and budgeting;
    • Conduct research on best practices and methodologies;
    • Outline step-by-step processes for integrating gender considerations into policy and budgeting frameworks;
    • Include case studies and examples to illustrate effective implementation;
    • Review and finalize the guide in collaboration with relevant stakeholders.
Tasks and deliverables Dates
A detailed work plan with a list of measurable monthly tasks and deliverables including development of ToRs. The work plan ishall be prepared and agreed with supervisor for each reporting month Till the 5-th calendar day of the reporting month
Summary report on completed tasks and results achieved in accordance with the agreed detailed work plan Monthly,

Management arrangements:

The National Consultant will work under the direct supervision of and in close collaboration with the Project Coordinator, other consultants involved, partners and contractors of UN Women. The National Consultant is responsible to provide all the necessary tools and materials for the effective and successful implementation of the tasks. It is expected that the National Consultant will be open for sharing experience, knowledge, analysis and expertise, together with the team to resolve any issues that arise during the work and, if necessary, clarify deadlines.

Financial arrangements:

A workplan will be established at the beginning of the contract with clear planned milestones/outputs and indicators. This workplan will be agreed between the National Consultant and the Project Coordinator.

Monthly payment will be made only after Project Coordinator’s review and certification that the National Consultant has achieved the required results set out in the workplan. The National Consultant’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication skills, accuracy and quality of tasks.

Payment will be made only if the expected results are achieved and the reports are submitted in a timely manner. Payment will be made for the days actually worked according to the approved daily rate. Monthly payment amount will depend on actual days of National Consultant’s service.

Required Skills and Experience

Education

  • Master’s degree in development studies, law, social sciences, gender studies, or related fields..
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of relevant work experience in designing and facilitating training sessions and workshops on gender awareness and gender-sensitive budgeting isandatory
  • In-depth knowledge of concepts, approaches, and tools related to gender-sensitive budgeting is mandatory
  • Experience of managing multi-stakeholder development programmes is desirable
  • Familiarity with UN development programmes and working methods, and particularly with UN Women policies and programming procedures is desirable
  • Prior experience working on gender equality is desirable
  • Experience of managing multi-stakeholder development programmes is mandatory

Languages

  • Excellent reading, writing and speaking skills in French and Arabic
