Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to two corporate priority areas: enhancing women’s economic empowerment (WEE), and engaging women in all aspects of peace and security processes (WPS), supported by integrated efforts to ensure gender-sensitive plans and budgets and women’s right to live free of violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

To address the global challenges of VAWG, the UN Family (through UN Women, UNDP, UNFPA and IOM) are collaborating with KOICA and the Government of Timor-Leste to support efforts to end violence against women and girls. Through the Joint UN Project Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste (2020-2024), the United Nations has a goal for women and girls in Timor-Leste to be empowered to enjoy their right to live free of sexual harassment and other forms of violence in public and private spaces and to access quality essential services, in line with the SDGs. As part of its efforts to prevent violence before it begins, the promotion of gender-equitable norms and healthy and respectful relationships are an important part of the programme.

The T4E Project has a holistic and transformative approach that includes both service provision and efforts to change harmful social norms. Transforming social norms requires engagement across all levels of society in multiple settings, including through such important setting in Timor-Leste for changing social norms.

Within this scope, UN Women Timor-Leste wishes to hire a National consultant for Monitoring and Facilitation Consultant, who will temporarily support project management, coordination with key stakeholders, and supporting the facilitation of project workshops under the prevention portfolio of the T4E programme.

The Monitoring and Facilitation Consultant is a critical component of the T4E Project’s holistic and transformative approach towards preventing Gender-Based Violence (GBV) in Timor-Leste. The T4E programme recognizes that effecting change in harmful social norms is paramount in the fight against GBV. As such, the consultant’s role extends beyond conventional technical support and coordination. They are entrusted with the vital responsibilities of supporting monitoring and coordination with key stakeholders and supporting the facilitation of project knowledge-sharing and evidence-based advocacy efforts. These roles are strategically designed to address the multifaceted challenges posed by GBV, engaging with implementing partners, government institutions, and development partners to drive a comprehensive approach that fosters a society where GBV is unequivocally condemned, and a culture of respect and gender equality prevails.

Duties and Responsibilities

  1. Objectives of the assignment

UN Women is seeking a consultant to provide technical support in the implementation of the Gender-based Violence Prevention portfolio under the Together for Equality Programme. The selected consultant will play a pivotal role in three key areas:

1. Technical Support: The consultant will be responsible for offering comprehensive project support such as monitoring progress, providing technical assistance, and ensuring the quality control of programming all in close collaboration with our implementing partners.

2. Coordination: The consultant will facilitate effective coordination with pertinent government institutions and development partners.

3. Knowledge-Sharing Facilitation: The consultant will contribute to the successful facilitation and coordination of project knowledge-sharing and evidence-based advocacy efforts to showcase best practices and foster the co-development of a sustainability plan to strengthen the T4E’s impact.

Scope of Work/ Duties and Responsibility

Under the supervision of the Programme Specialist, EVAWG and WEE, the Consultant will work to:

  1. Establish and maintain effective communication channels with government institutions and development partners.
  2. Organize meetings and consultations to foster collaboration and align project activities with stakeholders’ priorities.
  3. Share project updates and information with relevant stakeholders.
  1. Knowledge-Sharing Facilitation
  1. Assist in the planning and organization of knowledge-sharing and evidence-based advocacy efforts.
  2. Support facilitation of the knowledge-sharing sessions, ensuring active participation among partners.
  3. Support the development of evidence-based advocacy efforts in collaboration with partners.
  1. Duration of the assignment

The duration of the assignment is one month. The consultant is expected to commence work on 20 March -19 November 2024.

The following deliverables are expected from the successful candidate.

Deliverables Activities:
  1. Monthly progress report
Monthly progress reports on technical support and implementation, documentation of coordination efforts with government institutions and development partners, and progress of knowledge-sharing facilitation each month.

Final report detailing results achieved over the start-end of the contract period.

  2. Documentation of coordination efforts with government institutions and development partners.
  3. Observations and Recommendations to UN Women

All the documents, including reports, questionnaires, presentations, and reports, should be submitted in the English language, or if in Tetum, include an English summary.

Upon receipt of the deliverables and prior to the payment of the installment, all submitted reports and documents will be reviewed and approved by UN Women.

  • All events should include photos, documentation, and list of the presence of participants interviewed
  1. Inputs
  • UN Women will provide the consultant reference materials, and printing facilities, will facilitate coordination with key stakeholders and provide office space if needed.
  • All arrangements will need to be adapted to current conditions, guidelines and requirements related to the COVID-19 pandemic.
  • UN Women will cover cost of travel and per diem to the municipalities as relevant for the programme and upon issuing of Travel Authorization.

Required skills and experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required
  • A first-level university (Bachelor) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of progressively responsible work experience in gender-related development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in programming related to ending violence against women and girls is an asset;
  • Experience coordinating and liaising with government agencies and/or donors.
  • Demonstrate understanding of the needs of tourism and the business environment in Timor Leste
  • Ability to work with targets and deadlines
  • Excellent computer literacy

Language and other skills:

  • Proficiency in oral and written English.
  • Computer literacy and ability to effectively use office technology and equipment, IT tools, Internet, and email.
  • Highly skills in data analysis and interpretation

  • Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees, based on the template in Annex 1. The lump sum costs must be accompanied by a detailed breakdown of costs calculation. The actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable.
