JOB DESCRIPTION

Background:

The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

On 18 July 2016, “Law Enforcement Reform Measures” were adopted by the President’s decree. For the implementation of the foregoing President’s decree, five working groups were established under the Government of the Kyrgyz Republic. The Government and the Security Council of the Kyrgyz Republic (KR) have officially approached the OSCE Programme Office in Bishkek (POiB) to provide consultative, methodological, logistical and technical support for the working groups. To provide thorough planned assistance, a consultant needs to be hired to carefully measure and assess the progress of the reforms and to advise on the possible impact of OSCE assistance on the reform process.
The Mobile Police Reception (MPR) vehicles used in Kyrgyzstan have become an important factor in ensuring public safety and outreach to communities, ethnic minorities, and other vulnerable groups like women, children, and people with disabilities. The continued support of the MPRs is thus imperative for public safety and crime prevention, as they have proven to be one of the most effective instruments of community-based policing. The expansion of MPRs to all regions of Kyrgyzstan is one of the fundamental practical tasks of the ongoing police reform. During the implementation of the Community Security Initiative (CSI) project, the OSCE donated a total of 18 MPR vehicles to the police (MoI KR) in the areas of responsibility of the former CSI project, mostly in the southern provinces. These mini-buses are used to create mobile police offices that were able to travel to remote villages and neighborhoods that had previously lacked any permanent police presence (stations or posts) and police services.
In 2017, an MPR Monitoring and Co-ordination Centre has been established under the MoI KR to ensure effective co-ordination, monitoring and evaluation. In 2018-2023, the POiB has considerably supported the expansion and improvement of MPR activities. Thus, through the UB Community Policing Project, MPR activities were expanded to new territorial police departments in Naryn, Talas, Issyk-Kul, Chuy, Jalal-Abad, Osh and Batken provinces. The OSCE Programme Office in Bishkek has donated to the MoI KR 46 vehicles in total.
Objective of Assignment: 

Provide assistance to the MoI KR in further promotion of police reform in the Kyrgyz Republic, enhancing co-operative relations between law enforcement agencies and the civil society, and expansion of MPR practices to other territorial police departments.

 

Duration of Assignment:

144 working days.

 

Tasks and Responsibilities:

Under the overall supervision of the Police Matters Adviser, the successful candidate will be tasked with the following duties:

  1. Co-organize and conduct a series of training sessions for community policing officers and juvenile delinquency inspectors on democratic policing principles and prevention of domestic violence and transnational threats, including VERLT, throughout Kyrgyzstan. Prepare related necessary documents.
  2. Co-organize and conduct MPR Local Public Councils co-ordination meeting in Jalal-Abad province. Prepare all necessary documents.
  3. Make arrangements for the receiving, registering, equipping, marking and handing over of a new MPR vehicle to the Chui Province Police Department. Conduct training for a new MPR team.
  4. Conduct one monitoring visit to evaluate the performance of MPR teams throughout Kyrgyzstan. Prepare necessary documentation.
  5. Assist in the coordination of activities during the establishment of a new classroom for MoI Academy. Prepare the needs assessment and ToR (Terms of Reference) for the required materials and equipment.
  6. Coordinate and assist in the preparation of the training for Psychological Department of the MoI. Conduct negotiations, find the appropriate facility to conduct training, and ensure the nominees for the training are available in advance.

Deliverables:

  • At least 450 police officers from relevant agencies attended the educational seminar. Submitted a training schedule, agenda, and list of participants and developed training materials to the supervisor review;
  • 50 (fifty) participants took part in the MPR Local Public Councils co-ordination meeting. The agenda, talking points, list of participants and other related documents are submitted to the supervisor;
  • One additional MPR vehicle is equipped and handed over to the Police Department. At least five new MPR team members are trained on the MPR training course;
  • One monitoring visit is conducted. A monitoring report with recommendations is submitted to the supervisor;
  • One new classroom is introduced in the MoI Academy. Needs assessment and ToR is submitted to the supervisor;
  • One training course for 24 participants from the MoI Psychological Department is conducted.

Necessary Qualifications:

  • University degree in Law.  Formal training in the Police/Special Forces Academy is an asset;
  • Minimum 6 years of professional working experience in the field of Police training;
  • Professional fluency in the Russian and Kyrgyz languages, both oral and written, including excellent communication and drafting skills. Knowledge of English language is an asset;
  • Experience in developing training syllabus in the field of police or other law enforcement agencies;
  • Extensive experience developing of legal documents and/or procedures, related to police or other law enforcement agency reform.
  • Good knowledge of Mobile Police Receptions operation and their locations throughout Kyrgyzstan;
  • Solid experience working with national authorities, civil society and international organizations on the MoI KR institutional development;
  • Monitoring, Evaluation and Reporting skills;
  • Experience of working with the managerial personnel of the MoI Headquarters;
  • Previous work experience with international organizations or international projects and the ability to work in a multicultural environment.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, tasks and deliverables for this position and in accordance with the OSCE established rates.
