As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategic Note (SN) 2021-2025, that is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and the UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities.
Objectives of the Assignment
UN Women Indonesia is currently initiating the preparation to develop a new Strategic Note (SN) 2026 – 2030 to determine the institutional strategy in Indonesia for the next five years. This new Strategic Note will also be based on the UN Women Global Strategic Priorities, the UN in Indonesia Sustainable Development Cooperation Framework (UNSDCF), and the Indonesian National Mid-Term Development Plan (RPJMN). It is expected that the new SN will clearly articulate key strategic priorities and programmatic approaches based on the country’s gender landscape and country gender priorities. The international framework will also be streamlined into this UN Women Indonesia strategic analysis, such as 2030 Agenda and the SDGs, Beijing+30, and CEDAW, to strengthen the triple mandates of UN Women.
The main objectives of the assignment are to:
Under the overall guidance and supervision of the UN Women Indonesia Head of Programme, the consultant is expected to provide technical expertise throughout the process of this preparation for SN development. During the assignment, the consultant will work closely with UN Women Indonesia Country Representative, the Head of Programme, Programme Team Leads, and the Monitoring & Reporting Analyst, as well as Programme and Operations colleagues to provide technical expertise in developing the SN document, including scoping, visioning, drafting, validating, and finalization.
In addition, as the new SN will also be built upon the current UNSDCF evaluation, the consultant is also expected to provide technical expertise in the current UNSDCF evaluation processes.
The consultant will undertake the following tasks:
Task 1. Conduct a desk review and develop an inception report on the analysis and recommendation for the next SN 2026-2030.
Task 2. Conceptualize and hold a series of stakeholders’ consultations and consolidate stakeholders’ feedback into the situational analysis for the new SN 2026-2030.
Task 3. Contribute to the UNSDCF evaluation and to the development of the new UNSDCF.
The consultant will work under the direct supervision of the Head of Programmes, UN Women Indonesia, to achieve the following deliverables:
