Purpose of consultancy  

 

“National Consultant for Risk Assessment on Sexual Misconduct” is recruited to conduct sexual misconduct risk assessment of WHO country office Myanmar to identify the needs, gaps, and risks and to develop the risk mitigation plan.

 

 

 

 

Background 

 

WHO is committed to ensuring a safe and healthy work and operational environment. Sexual misconduct has a devastating and enduring impact on the mental, physical and emotional welfare of victims/survivors, who may be WHO staff, collaborators and members of the public in locations where WHO and our implementing partners operate. Sexual misconduct is an abuse of the trust and confidence placed in WHO and it disregards the human rights, values, and principles for which WHO stands. WHO has zero tolerance towards sexual misconduct and inaction against sexual misconduct, and for any form of retaliation against those who report, or participate in an investigation of, allegations of sexual misconduct.

 

In WHO policy on “Preventing and Addressing Sexual Misconduct (PASM) (2023)”, it is committed to take a risk-based approach to address sexual misconduct and to conduct regular and ad hoc risk assessments of sexual misconduct. In 2022, sexual misconduct risk has integrated in corporate risk register as a principal risk. Along with these, the three-year strategy (2023-2025), which is the organization’s framework for institutionalizing zero tolerance for all forms of sexual misconduct has been implemented. This strategy prioritizes ten action plans which include “Strengthen systems to identify and manage sexual misconduct risk.” WHO country offices, regional offices, and WHO headquarters programmes are required to complete the annual sexual misconduct risk assessment as part of this action plan. Therefore, WHO country office Myanmar will conduct sexual misconduct risk assessment in year 2024.

 

 

 

 

Deliverables

 

  •  Deliverable 1: Adapt the WHO sexual misconduct risk assessment tool and design assessment methodology and activity plan. Expected by 30 June 2024
  • Deliverable 2: Conduct technical sharing sessions on the sexual misconduct risk assessment methodology to WHO country office Myanmar. Expected by 31 July 2024
  • Deliverable 3: Conduct sexual misconduct risk assessment activities for WHO country office Myanmar. Expected by 31 August 2024
  • Deliverable 4: Conduct of workshops on risk assessment findings and complete risk assessment reports and risk mitigation plans. Expected by 30 September 2024.

 

 

 

Qualifications, experience, skills and languages

 

 

 

 

Education:  

 

Essential: Post graduate degree/advanced university degree in management, public health, public health administration, social sciences, gender, law, human rights, international development, international relations, or other development-related fields.

 

Desirable: Specialized training in PSEA, gender, human rights, or gender-based violence.

 

Working Experience 

 

Essential: A minimum of ten years of relevant experience in plans and programs related to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming, and/or humanitarian affairs.

 

Desirable: Exposure to international development, emergency and humanitarian settings. Previous experience of sexual misconduct risk assessment with UN agencies and INGO’s will be an asset.

 

 

 

 

Skills/Knowledge:

 

  •  Good understanding in prevention of and respond to sexual misconduct, gender and gender-based violence.
  • Good presentation skills and excellent use of computer and information technology.
  • Integrity, objectivity, strong capacity to embrace cultural diversity and sensitivity to gender issues.
  •  Strong interpersonal communication.
  • Ability to maintain confidentiality and ensure constant data protection.
  • Ability to work in a stressful environment

 

 

 

Languages and level required (Basic/Intermediate/Expert):

 

Essential: Expert knowledge of English. Expert knowledge of Myanmar

 

 

 

 

Location

 

On-site, WHO Country Office, Yangon, Myanmar.

 

 

 

 

Travel

 

The Consultant is expected to travel to Naypyitaw to conduct technical meetings/workshops

 

 

 

 

Remuneration and budget (travel costs are excluded):

 

Remuneration: (NO-C) level – “183 USD per day with 15 working days per month”

 

Expected duration of contract: 15 Working days per month for 4 months
