This consultancy is expected to take place under the auspices of the Project for Improving Performance of Local Services (PIPLS) in Bosnia and Herzegovina, financed by Sweden and co-funded and implemented by the United Nations Development Programme (UNDP). The Project is a 4-year intervention in the domain of local governance. As part of the UNDP BiH’s Good Governance Sector’s portfolio, the PIPLS Project delivers targeted technical assistance to partner local authorities in improving their financial and asset management practices, as well as providing co-financing for the implementation of critical service delivery priorities.
The main objective of the consultancy is to develop a taxation framework that takes into account the ability to pay and the socio-economic disparities among asset owners, align assets tax policies with broader economic objectives to stimulate investment and job creation as well as implement changes that contribute to a stable and balanced real estate market.
The overall purpose of this consultancy is to provide expert and technical support to the Canton Sarajevo in assessing the legal framework for taxation of immovable assets and preparing the recommendations for its amendments. It will be attained by collecting inputs, suggestions, and comments through the review of key documents and consultations with relevant stakeholders. In this context, one Taxation Expert will be engaged to assess whether the current taxation system results in a fair and equitable distribution of the assets tax burden among different segments of the population, assess the impact on homeowners, businesses, and other stakeholders to ensure a balanced and just tax structure.
For this purpose, the Taxation Expert will collaborate with a Legal Expert as part of a team and under the supervision of the PIPLS Project team.
Specifically, the Consultant is expected to perform the following tasks:
- Support preparation of a detailed work plan and review the regulatory framework subject to the consultancy and other relevant materials;
- Prepare and conduct a workshop with relevant stakeholders.
