Background
In 2025, the global community will mark the thirtieth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995), and 10 years of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals.
On the occasion of the thirtieth anniversary of the Fourth World Conference on Women, the United Nations Commission on the Status of Women will, in March 2025, undertake a review and appraisal of progress made in implementation of the Beijing Declaration and Platform for Action, and accelerate the realization of gender equality and the empowerment of all women and girls.
Accordingly, all States are called upon to undertake comprehensive national-level reviews of the progress made and challenges encountered in the implementation of the Beijing Declaration and Platform for Action and of the outcomes of the twenty-third special session of the General Assembly held in 2000.
Governments are called upon to collaborate with relevant stakeholders at all levels on the preparations for the 2025 review so as to benefit from their experience and expertise. The United Nations Regional Commissions are invited to undertake regional reviews so that the outcomes of intergovernmental processes at the regional level can feed into the Commission’s 2025 review.
This anniversary should be used as the occasion to bring a young generation of gender equality advocates and those who remain on the sidelines into the center of a whole-of-government, whole-of-society effort.
Comprehensive national-level reviews should assess progress made in implementation and identify challenges encountered. They should take stock of achievements, identify gaps and setbacks, and outline strategies for addressing those gaps and challenges. They should result in renewed commitment and clear sets of priority actions, with timelines, actors and resources for their implementation. Reviews should align and build synergies with work on the 2030 Agenda for Sustainable Development Goals and galvanize its gender-responsive implementation. They should involve all stakeholders.
The inter-ministerial committee or working group could oversee the process of writing a national report.
The present Guidance note for comprehensive national-level reviews was prepared by UN-Women in collaboration with the five Regional Commissions (United Nations Economic Commission for Africa (UNECA), United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), United Nations Economic Commission for Europe (UNECE), United Nations Economic Commission for Latin America and the Caribbean (ECLAC), and United Nations Economic and Social Commission for Western Asia (UNESCWA). It aims to support States and other stakeholders as they embark on comprehensive national-level reviews.
In this light, UN Women wishes to hire a National Expert who will support the National gender machinery and the Government of RT in technical arrangement of wide consultations with all stakeholders. National Expert will collect the feedback from the related stakeholders and support the Committee on Women and Family Affairs under the Government of RT in making analysis of the information for submission of a national review.
Objective of assignment
The objective of this assignment is to support the Government of Tajikistan, specifically the Committee on Women and Family Affairs in conducting national review and preparing report on the implementation of the Beijing Declaration and Platform for Action in the Republic of Tajikistan.
Both the review process and the review report should place emphasis on implementation and contain concrete, evidence-based assessments on the impact of actions taken and of results achieved, supported by data from the related sources, indicated in the Guidance Note. This information will be submitted to the consultant by all the stakeholders, engaged in the reporting (as per Guidance Note).
The comprehensive national level review should also discuss future plans and initiatives to achieve gender equality and the empowerment of women. The national review will address progress in the twelve critical areas of concern of the Platform for Action, with an emphasis on the years since 2019 till 2023; refer to national data and statistics (possible referral sources are indicated in the Guidance Note); address key emerging issues in terms of opportunities and challenges in implementing the Platform for Action and additional priorities, including recommendations to strengthen gender equality and the empowerment of women in the current discussions on Sustainable Development Goals.

Duties and Responsibilities
Under the supervision of the UN Women Country Programme Manager and in close coordination with the CWFA, the National Consultant will provide technical support to the CWFA in conducting comprehensive Beijing+30 comprehensive national review. The assignment includes the following tasks:
- Support national stakeholders (as per Guidance Note) in informing them on all available reports and data to make references to, including national SDG report, reports submitted by State under the CEDAW and Action Plan on implementation of the recommendations of the CEDAW Committee, made to Tajikistan, available gender statistics and other national assessments (Demographic and Health Survey, others);
- Support the COWFA to analyze the information and data on achievements and challenges in respective priority areas of Beijing Declaration and Beijing Platform for Action, obtained by the COWFA and Ministry of Foreign Affairs (MFA) RT from the state stakeholders (key Gov’t structures include the Parliament, Ministry of Education and Science of RT, Ministry of Health and Social protection of RT, Ministry of Labour, Migration and Employment of RT, Ministry of Interior of RT, Ministry of Economic Development and Trade of RT, Ministry of Defense of RT, State Statistics Agency under President of RT, General Prosecutors Office and others as advised by the Committee on Women and family affairs of GoT and mentioned in the guidance Note) and scientific and research organizations for the final national review report.
- Collect feedback from CSOs and Networks (by e-mail) on key achievements for the period of 2019 -2023 of implementation of the Beijing Platform of Action and gaps to bridge in the future years and include it to the final national review report.
- Integrate information, agreed with the COWFA, into the pre-final national review report.
- Validate the pre-final draft of national review report with the CWFA that will, in turn, send it to the Government of RT.
Implementation of the entire circle of tasks should be coordinated with the COWFA’s focal point.

Required Skills and Experience
Education: Higher education (diploma) degree in social sciences, law, public policy/administration, economy, development studies, gender studies or similar.
Knowledge and professional experience:
- 3 (three) years of experience working with government institutions and international or non-governmental organizations supporting gender and development work in the specific area of intervention.
- Demonstrated expertise in mainstreaming gender through coordination work with state and non-state partners.
- Strong communication skills, and ability to liaise with various stakeholders, including government officials, through officially set procedures.
Language: Fluent in written and spoken Russian. Knowledge of English and Tajik languages are an advantage.
