Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women, men and persons of diverse gender identities as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
As the lead UN agency on advancing the Women, Peace and Security (WPS) agenda, UN Women works to promote peace by supporting women of all backgrounds and ages to participate in peace processes and security efforts to prevent conflict and build sustainable peace guided by ten UN Security Council resolutions (UNSCR)[1]. Within the global framework of UNSCRs on Women, Peace and Security, Indonesia has endeavored to localize the WPS agenda into the National Action Plan (NAP) for the Protection and Empowerment of Women and Children during Social Conflicts[2].
In 2021, Presidential Decree No 7 of 2021 introduced Indonesia’s first NAP on Preventing and Countering Violent Extremism that Leads to Terrorism (P/CVE)[3] 2020-2024, shifting the country’s counterterrorism strategy towards a more comprehensive and integrated approach. NAP on P/CVE emphasizes collaboration across government entities and civil society organizations, using whole-of-government-and-whole-of-society approaches. It is also supported by a digital platform, I-KHub on CTVE, for effective data management and coordination. The NAP on P/CVE is structured around three main pillars: Prevention, Legal Framework and Law Enforcement, and International Cooperation, with broad participation from various ministries, state institutions, and civil society organizations in its implementation. The Joint Secretariat of the NAP on P/CVE is hosted by the Indonesia National Counter Terrorism Agency (BNPT), who oversees the implementation and coordinates all pillars and thematic Task Forces for the implementation of the NAP.
UN Women Indonesia has been supporting the integration of gender perspectives and human rights-based approaches into the NAP on P/CVE since its launch and during the localization process of the NAP on P/CVE in six provinces (West Java, East Java, Central Java, Banten, Aceh and Central Sulawesi). In addition to gender mainstreaming principles, the NAP on P/CVE takes into account eight fundamental principles during its design and implementation, namely: human rights principles; rule of law and justice; gender mainstreaming and fulfillment of children’s rights; security and safety; good governance; participation of multi-stakeholders; as well as diversity and local wisdom.
The year 2024 marks the last implementation year of the NAP on P/CVE. Concurrently, preparations are underway to develop the second phase, aimed at building upon the lessons learned and good practices laid by the implementation in the past three years, and continuing the evolution of the strategic countermeasures on preventing and countering violent extremism, radicalization and terrorism in Indonesia.
Against this backdrop, UN Women and BNPT aim to conduct an evaluation and assessment of the NAP on P/CVE 2020-2024, mainly focusing on its impact, effectiveness and coherence. The evaluator will assess the implementation of the NAP on P/CVE across three pillars, evaluating the extent to which the envisioned integrated approach has been realized, how the objectives of the NAP have been met, and identifying the impact achieved thus far. The findings and recommendations of this evaluation will be instrumental in informing future iterations of the NAP on PCVE, ensuring that Indonesia’s counterterrorism efforts are adaptive, robust, and aligned with good practices from the first implementation phase.

Duties and Responsibilities
Under the overall guidance of Policy Analyst, Secretariat of NAP on P/CVE at BNPT and the supervision and management from the Programme Analyst, Women, Peace and Security at UN Women Indonesia, the consultant will perform the following tasks, in close collaboration with the Management Group (mainly BNPT and UN Women liaison persons):
Task 1. Inception report which describes detailed methodology, instrument and workplan upon desk review and initial consultations with key stakeholders
Task 2. Conduct evaluation of NAP on P/CVE as per key objectives listed above and detailed discussions during inception consultations
Task 3. Presentations of key findings in validation workshops and Focused Group Discussions (FGDs) related to next NAP on P/CVE development

A two-stage procedure is utilised in evaluating the proposals, with an evaluation of the technical proposal being completed before any price proposal is compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
