Duties and Responsibilities
Background of the assignment: United Nations Office on Drugs and Crime (UNODC) is the Office of the UN Secretariat mandated to assist Member States in countering and preventing illicit drugs, crime, corruption, and terrorism As part of its efforts to support Criminal Justice reform in Uganda, UNODC is collaborating with the criminal justice institutions in Uganda to strengthen e-justice systems under its programme of Strengthening Crime Prevention and Criminal Justice in Uganda. The recognition of access to justice services in the NDP III and Vision 2040 as a key pillar in Uganda’s socio-economic transformation provides a backdrop to the growing need to improve services and deliver value to the public. Technology provides opportunities and new realities that improve the quality and quantity of access to justice through the empowerment of people and communities, and the provision of people-centered (digitally delivered) justice, law and order services (JLOS). The overarching goal of the e-Justice strategy is to provide a harmonised vision, framework and direction to digital transformation efforts spanning eighteen (18) institutions under the access to justice sub-programme. The five (05) objectives of the JLOS e-Justice strategy cut across the themes of business process reform, ICT infrastructure, capacity building, automation of business processes and systems integration as highlighted below: a) Review and re-engineer access to justice business processes to facilitate improved digital-driven service delivery. b) Develop and strengthen ICT infrastructure to facilitate e-justice service delivery in JLOS institutions. c) Strengthen and enhance the capacity of duty bearers in JLOS institutions to effectively leverage digital transformation in access to justice service delivery. d) Strengthen automation and digitization of access to justice business processes. e) Integrate digital information systems to facilitate data and information sharing in service delivery. Key to the JLOS digital transformation agenda is building the capacity of institutions to leverage technology in business processes through the digital skilling of personnel. The development of skills and competencies of duty bearers in access to justice institutions has a significant impact on the realization of the e-justice strategy. Of particular interest is the need to standardize digital skills development delivered through training entities within JLOS institutions such as the Judicial Training Institute (JTI), Police Training School (PTS) and the Uganda Prisons Academy. These training institutions are essential capacity-building entry points in the access to justice sub-programme. Having standard ICT curricula would ensure that critical digital competencies are integrated into training programs for the continuous development of skills for lawyers, investigators, police officers, state attorneys, prison warders, judges, and other duty-bearers in the criminal justice chain. 2. Purpose of the assignment: The consultant is tasked with the development of a digital skilling framework to harmonize and standardize ICT capacity-building in criminal justice institutions. 3. Specific tasks to be performed by the consultant: a) Undertake a review of the different digital skilling frameworks and curricula for JLOS institutions. b) Review the job profiles in front-line JLOS institutions and identify the critical digital skills required for the roles. c) Review the digital skilling initiatives across JLOS. d) Review the digital skills ecosystem in Uganda and JLOS. e) Assess the status of the existing digital skills base. f) Mapping future digital skills needed across the different job functions. g) Undertake consultative meetings with key stakeholders to ensure that there is alignment of the framework with the key government policies and digital agenda. h) Develop the digital skills framework. i) Develop an implementation plan for the framework. j) Facilitate a validation workshop of the digital skilling framework with key stakeholders.
Qualifications/special skills
An advanced University degree (Master’s degree or equivalent) in business administration, Information Technology, Information Systems or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least Seven (7) years of working experience in Information Technology, Information Systems and digital skilling is required. Proven experience in leading digital skilling initiatives and programmes is required. Knowledge and experience of current issues relating to digital skills development is desirable. Experience in developing national digital strategies and frameworks is desirable. Demonstrable experience and knowledge in government skilling frameworks and structures is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
