How can you make a difference? 

Under supervision of the Child Protection Officer, support UNICEF Timor-Leste, IOM Timor-Leste and its Government Partner MSSI and the Civil Protection Authority to strengthen the protection of women, girls, boys, and vulnerable groups in Humanitarian settings through mainstreaming protection across emergency preparedness, and response, including transition to recovery and development. 

WORK ASSIGNMENTS:

1. Inception

1.1 Conduct a desk review and child sensitive analysis including the gender anslysis conducted by IOM to be used to mainstream child protection in awareness raising and C4D materials

Consult with children and vulnerable community to get understanding of information needs, and preferred means of getting information to be used for developing C4D information tools.

1.2 Develop a work plan and timeline, including monthly deliverables based on the desk review and ToR.

2.  Communities have knowledge and skills to reduce risk factors and have a coordinated preparedness and response strategy to mitigate protection risks in humanitarian settings aiming to reduce vulnerabilities for women, children, migrants, and host communities.

2.1  Develop awareness raising campaign and C4D materials to support women, children, marginalized groups and communities’ capacity to recognize protection risks and have tools to understand coping mechanisms in the event of a natural disaster which can reduce their vulnerability.

DELIVERABLES: 

1.1 Desk review and consultation report (3 days desk review and consultation with children, adolescents, and vulnerable community at least 3 disaster prone areas) 

1.2 Present work plan and timeline based on the ToR including the desk review and consultation report 1 day finalizing report and presentation (total 2 days)

2.1 Parenting education materials developed and consulted / tested to build parents capacity to recognized protection risks, and have coping mechanism and family preparedness plan in the event of an emergency (2 – 3 hours session module or manual for parent to mitigate risks and have family risk mitigation or preparedness plan tool) (total 7 days)

Campaign and C4D materials developed tailored to different type of audience including consultation and testing of materials (1x 3 minutes interactive videos each for boys’ and girls’ audience, adolescent boys and girls audience and parents that include manual for interactive discussion and develop risk mitigation plan; Community Radio PSA one each for boys and girls, adolescents’ girls and boys, and adults) and identify and develop at least one more innovative means to raise awareness for different audience (total 15 days)

2 days Training to parenting education facilitators and SWW to use the parenting manual and C4D campaign materials to build parent, children, adolescents and community capacity to recognize protection risk, manage risk and have positive coping mechanism (ToT training manual; list of participants, pre-post-test summary result and evaluation) (2 days developing training manual, 1 day training coordination with support from UNICEF staff, 2 days deliver the training [total 5 days])

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree, preferably in Social Work, Social Science, Gender, Humanities, Social Communication, Communication for Development, Social Behavior Change Communication
  • At least 5 years of work experience in the social/humanities area with experience in child protection, gender and GBV in emergencies preferred.
  • Previous experience in the development of guidelines, training modules and C4D materials on the child protection system and GBV prevention as well as emergency response.
  • Technical skills and experience in developing videos material
  • Excellent comprehension of child protection system and GBV prevention and response. 
  • Excellent written and oral skills in English and Tetum
  • Fluency in English
  • Comprehension in Portuguese an advantage
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programmed delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
