1. Background

Namibia developed and is currently implementing the “National Guideline for Antenatal Care (ANC) for a Positive Pregnancy Experience” in line with the latest WHO recommendations. The purpose of this guideline is to guide health care professionals to provide integrated antenatal care services to all pregnant women and adolescent girls through a continuum of care for the delivery of evidence-based interventions aimed to improve maternal, fetal, and neonatal health and their survival.

During 2021, the ANC Training Package was validated and 40 participants from all 14 regions were trained as Trainer of Trainees (TOT) on the new ANC model which was followed by clustered trainings in all Regions. However, there is a need for the antenatal care card to be updated to be in line with the current guidance at every contact in National Guidelines and to incorporate additional details such as the documentation of the ultrasound findings, screening for Gender Based Violence (GBV)/Intimate Partner Violence (IPV), Birth and Emergency plan. The antenatal card is a pivotal service delivery data tool for documentation of relevant information accessible at various antenatal contacts, and for transmitting the information to the delivery staff. Anti natal care helps the health care provider to monitor the pregnancy progress and timely identify any problems or pregnancy complications.
It is against this background that the Ministry of Health and Social Services (MHSS) is planning to conduct a review of the ANC card to align with current guidelines. The Consultant is therefore sought to facilitate the revision of the antenatal care card, printing, and orientation of Health Care Workers.

Objectives of the assignment:

revise the Antenatal Care card to be in line with guidance on the new Antenatal Care Guidelines for a positive pregnancy experience.
To print the updated Antenatal Care card.
To conduct orientation of Health Care Workers

2. Deliverables

Scope of work

The scope of work for the consultancy is as follows:
Conduct a review of existing documentation including the ANC card, literature, reports and the current Namibia ANC guidelines.
Conduct a key stakeholder workshop.
Draft the revised ANC card.
Consolidate and finalise the ANC card and submit.

Qualifications, experience, skills and languages

Identify the educational qualifications and expertise needed for the terms of reference outlined above.

Educational Qualifications

Essential
A minimum of a bachelor’s degree in public health or related health programme.
Registered with the Namibia Health Professions Council
Desirable
An advanced degree in public health or related health programme, with a PHD qualification being an added advantage.

Experience
Essential
At least 5 years’ experience in maternal health particularly prenatal, labour, and postnatal care.
Proven experience development of national guidelines and tools
Desirable
10 years or more experience in maternal health particularly prenatal, labour, and postnatal care.

Skills/Knowledge
Knowledge and experience in the Namibia Health System

Languages and level required.
Very good command of written and spoken English.
Very good presentation and report writing skills.

7. Remuneration and budget (travel costs excluded)

NOB – N$73494.33 per month for 1 and half months (6 weeks), to be paid as follows. Total N$73,494.33 N$34,297.35 = N$107,791.68
On signing the contract — 25%.
On presentation of final ANC card by Wednesday 8th May 2024 — 75%
