Early Warning Systems (EWS) have proven to be effective in mitigating disaster impacts, yet half of the world is still not covered by EWSs. Given this, the United Nations (UN) Secretary General announced the Early Warnings for All (EW4All) initiative in 2022 and called for a global effort to ensure that EWSs protect everyone on earth by 2027. Thirty countries, including the Solomon Islands, have been identified as the initial roll-out countries for EW4All. The Executive Action Plan for the Initiative outlines the initial actions required to achieve universal coverage by EWS within five years and sets out the pathway to implementation. In the Pacific Region, the regionally-led Weather Ready Pacific (WRP) Programme, endorsed by Pacific Leaders In 2021, is the key vehicle for delivery of the EW4All initiative in the Pacific.

Strengthening national and local EWSs have been identified as a priority for the Solomon Islands. This involves actions across the four pillars of the EWS value chain, as well as ensuring that Anticipatory Actions based on triggers can also be accommodated ahead of a forecasted hazard event.

Over the course of 2024, a number of activities are planned to prepare, initiate and kickstart the EW4All in the Solomon Islands. This includes hosting of national and subnational consultation workshops, undertaking a gap assessment / stock taking on EWS in the Solomon Islands and exploring options for advancing Anticipatory Action approaches in the country.

The Government of the Solomon Islands, through the Ministry of Environment, Climate Change, Disaster Management and Meteorology of the Solomon Islands Meteorological Service and the National Disaster Management Office (MECDM-SIMS/NDMO), in collaboration and with the support of WMO and the other EW4All Pillar Leads (UN Office for Disaster Risk Reduction (UNDRR) for Pillar 1, the International Telecommunication Union (ITU) for Pillar 2, and the International Federation of Red Cross and Red Crescent Societies (IFRC) for Pillar 4), development partners, and regional organizations, namely the Secretariat of the Pacific Environment Programme (SPREP) and the Pacific Community (SPC) are organizing the EW4All Preparatory Meeting, Launch and National Consultation Workshop, and Anticipatory Action Workshop for the Solomon Islands, in Honiara, in August 2024 (planned).

WMO is seeking to use national consultancy services to assist the Government of the Solomon Islands and EW4All Pillar Leads to carry out activities in support of EW4All and Anticipatory Action in the Solomon Islands.

Expected deliverables

Inception report including a detailed methodology, work plan, budget, proposed list of stakeholders to be consulted, risk mapping which may affect delivery of the consultancy work;
Final report on desktop reviews and assessments of current status of the EWS in the Solomon Islands including progress in implementing the four pillars of EW4All;
Final report on supporting the government-designated national focal point(s) for EW4All in streamlining and promoting the initiative across the government’s ministries/agencies at all levels (national, subnational, provincial, communities), NGOs/CSOs, private sectors, development partners, CROP agencies, UN agencies;
Final report on the EW4All activities in the Solomon Islands, including the EW4All Preparatory Meeting, Launch and National Consultation Workshop, and Anticipatory Action Workshop for the Solomon Islands, in Honiara, planned for August 2024;
Solomon Islands multi-sector and multi-year EW4All National Roadmap.

QUALIFICATIONS
Education
University bachelor’s degree or equivalent professional qualifications in disaster risk management and/or meteorology, social sciences, economics and public administration, or related fields is required.
Experience
Minimum of two years of experience in the areas of disaster risk management, resilience, public administration, and/or organizing training and capacity building workshops/courses in the Solomon Islands required.
Work experience with relevant national, sub-national, provincial and communities’ stakeholders in the Solomon Islands is required.
Demonstrated experience in drafting strategic planning documents, reports and conducting consultations with stakeholders is required.
Other requirements
Demonstrated experience providing training on the foregoing subjects would be an advantage.
Excellent command of, and ability to, understanding and speaking English and Solomon Islands Tokpidsin.
Ability to write clear and concise texts in English and Solomon Islands Tokpidsin.
Good interpersonal and communication skills.
Personal commitment, effectiveness, and commitment to results.
Ability to manage multiple tasks.
